16 <br /> <br />APPROPRIATION: $287,400 - GRANT FOR MCINTIRE PARK ACCESS ROAD <br /> <br /> Mr. Hendrix stated that the appropriation was a grant <br />from the Virginia Department of Transportation for a new <br />access road into McIntire Park. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Hendrix <br />stated that the road was being relocated for safety reasons. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Waters, the <br />$287,400 appropriation of the grant for the McIntire Park <br />access road was offered and carried over to the next meeting <br />for consideration. <br /> <br />APPROPRIATION: $29,000 - COMMUNITY SUPERVISION PROGRAM <br /> <br /> Mr. Paul McWhinney, Administrator of Community <br />Attention, explained that the appropriation was a State grant <br />which will be used to supervise court referred adolescents as <br />an alternative to juvenile detention. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, the <br />$29,000 appropriation for the Community Supervision Program <br />was offered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION: $24,457.50 - PROCEEDS FROM SEIZURE ASSETS <br /> <br /> Mr. Hendrix explained that the drug seizure assets would <br />be used for the following purposes: drug enforcement <br />overtime, payments to informants, purchase of machinery; and <br />public education. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Waters, the <br />$24,457.50 appropriation was offered and carried over to the <br />next meeting for consideration. <br /> <br />RESOLUTION: GRANTING SPECIAL PERMIT FOR GROUP HOME AT 512 LEONARD <br />STREET <br /> <br /> Mr. Huja stated that the Planning Commission recommended <br />approval of the special permit for a group home at 512 <br />Leonard Street for the following reasons: 1) The proposed <br />occupancy/density is in harmony with the Land Use Plan of the <br />Comprehensive Plan and 2) The proposed use will not have a <br />significant adverse impact on the surrounding area. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, the <br />resolution granting a special permit for a group home at 512 <br />Leonard Street was unanimously approved. <br /> <br /> WHEREAS, Jasper L. and Mallie P. Haynes have requested a <br />special use permit to use the building and site at 512 <br />Leonard Street and Bainbridge Street for a group home for up <br />to seven (7) adult residents. This property being further <br />identified on City Real Property Tax Map ~57 as parcel 132, <br />having approximatley 50 feet of frontage on Leonard Street <br />and 117.63 feet of frontage on Bainbridge Street, and <br />containing 5,855 square feet of land or .13 acres; <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and the Planning Commission, duly advertised and held <br />on July 10, 1990, this Council finds that such use will <br />conform to the criteria applicable to special permits <br />generally under Chapter 31 of the City Code; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that Jasper L. and Mallie P. Haynes <br />are hereby granted a special use permit for a goup home for <br />up to seven (7) adult residents at 512 Leonard Street and <br />Bainbridge Street, pursuant to City Code section 31-28.1. <br /> <br /> <br />
