Edwards, 'Ms. Slaughter, Mr. <br />Toscano, Ms. Waters. Absent: Mr. Vandever. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Waters, the <br />minutes of the August 1st meeting were unanimously approved <br />as presented. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, the <br />minutes of the August 6th (5:30 p.m. and 7:30 p.m.) meetings <br />were unanimously approved as presented. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, the <br />minutes of the August 20th meeting were unanimously approved <br />as presented. <br /> <br />PUBLIC <br /> <br /> Mr. John Gaines of 214 9th Street, N.W. and President of <br />the local chapter of the NAACP, requested that the employment <br />policies in the Police Department be reviewed and revised <br />with regard to women and minorities and that the procedure <br />regarding complaints be reviewed in order to allow citizen <br />participation. Mr. Gaines, representing the Sector II <br />Neighborhood Association, stated that many suggested measures <br />in his neighborhood have not been carried out or have not <br />been carried out in an inconsistent manner, including: <br />police patrol; street lighting, loitering, illegal activities <br />and public drinking. Mr. Gaines continued that elimination <br />of parking on Wertland Street will have a negative effect on <br />University of Virginia employees who cannot afford to pay for <br />parking. Mr. Gaines also complained that Sector II residents <br />were not consulted about the effects of closing the street in <br />Westhaven and were not included in the pilot recycling <br />program. <br /> <br /> Mr. Louie Chapman, Assistant City Manager, stated that <br />he would check into Mr. Gaines' concerns. <br /> <br /> Ms. Thelma Hagen, a resident of the Sector II <br />neighborhood, stated that drug dealers now park on 9th <br />Street. <br /> <br /> Ms. Rosemary Byers, a resident of the Sector II <br />neighborhood, complained of constant drug traffic, public <br />drinking and noise in her neighborhood. <br /> <br /> Ms. Nancy O'Brien, Director of the Thomas Jefferson <br />Planning District Commission, informed the Council of public <br />hearings being held by the Virginia Housing Study Commission <br />on concerns about rural housing, land use, affordable housing <br />and financing. <br /> <br /> <br />
