President COUNCIL CHAMBER - September 4, 1990 Council met in regular session on this date with the following members present: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Ms. Waters. Absent: Mr. Vandever. MINUTES On motion by Mr. Toscano, seconded by Ms. Waters, the minutes of the August 1st meeting were unanimously approved as presented. On motion by Ms. Waters, seconded by Ms. Slaughter, the minutes of the August 6th (5:30 p.m. and 7:30 p.m.) meetings were unanimously approved as presented. On motion by Ms. Slaughter, seconded by Ms. Waters, the minutes of the August 20th meeting were unanimously approved as presented. PUBLIC Mr. John Gaines of 214 9th Street, N.W. and President of the local chapter of the NAACP, requested that the employment policies in the Police Department be reviewed and revised with regard to women and minorities and that the procedure regarding complaints be reviewed in order to allow citizen participation. Mr. Gaines, representing the Sector II Neighborhood Association, stated that many suggested measures in his neighborhood have not been carried out or have not been'carried out in an inconsistent manner, including: police patrol; street lighting, loitering, illegal activities and public drinking. Mr. Gaines continued that elimination of parking on Wertland Street will have a negative effect on University of Virginia employees who cannot afford to pay for parking. Mr. Gaines also complained that Sector II residents were not consulted about the effects of closing the street in Westhaven and were not included in the pilot recycling program. Mr. Louie Chapman, Assistant City Manager, stated that he would check into Mr.'Gaines' concerns. Ms. Thelma Hagen, a resident of the Sector II neighborhood, stated that drug dealers now park on 9th Street. Ms. Rosemary Byers, a resident of the Sector II neighborhood, complained of constant drug traffic, public drinking and noise in her neighborhood. Ms. Nancy O'Brien, Director of the Thomas Jefferson Planning District Commission, informed the Council of public hearings being held by the Virginia Housing Study Commission on concerns about rural housing, land use, affordable housing and financing.
