46 <br /> <br /> Ms. Lewis requested that staff provide information on <br />the number of R-2 lots still available. <br /> <br /> Mr. Harris stated that he was not willing~to risk <br />individual freedom and regulate poor people out. <br /> <br /> Mr. Huja stated that the Urban Design Plan recommended <br />that two new zones, B-5 for West Main Street and B-6 for the <br />Corner. area, be created which would recognize their unique <br />character. The. minimum building height for both was <br />recommended to be 20 feet and the maximum~height was~ <br />recommended to be 85 feet in iB-5 and ~60 feet in B-6, with <br />buildings at street~level a maximum of 40 feet. Mr. Huja <br />stated that it was recommended that incentives be provided <br />which would increase the height up to the limit of 85 feet. <br /> <br /> .Mr. Clyde Gouldman, City Attorney, questioned whether <br />Virginia law would allow the bonus system recommended, with <br />the exception of parking~ landscaping and perhaps housing. <br />Mr. Gouldman stated that he would provide further information <br />on the matter. <br /> <br /> Mr. Huja explained that nine corridors leading to <br />historic districts were recommended to be regulated with <br />regard to landscaping, screening, signs and lighting. <br /> <br /> Mr. Don Sours, Planning Commission Chairman, noted that <br />the number of corridors included by staff are more extensive <br />than the Planning Commission had discussed and the proposal <br />would have a great impact on many properties. <br /> <br /> Mr. Huja stated that the ordinance regarding civil <br />penalties and historic properties was also recommended~to be <br />amended. Mr. Huja stated that it was recommended that <br />individual properties be listed in the historic designation <br />section. <br /> <br /> Mr. Gouldman recommended that the properties which have <br />previously been given-historic designation be reviewed to <br />determine if they should continue to be considered historic. <br /> <br /> Mr. Harris recommended that the entire list of <br />properties be sent to the Historic Landmarks Commission for <br />review. <br /> <br /> Mr. Huja stated that the Planning Commission would hold <br />another work session on the zoning amendments. <br /> <br />The mge~ing was adjourned. <br /> <br /> NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Friday, <br />September 21 AT 10:00 a.m. IN THE Omni Hotel Richmond. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> Annual Council Retreat <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox~ (sig~ed.) <br /> <br /> OMNI HOTEL RICHMOND - September 21, 1990 <br /> <br /> Council met in special session on this date with the <br />following members present: Rev.
