47 <br /> <br /> Mr. Bob Matson, a professor of executive education and <br />organizational development at the University of Virginia's <br />Center for Public Service, served as facilitator for the <br />Council retreat. Other staff who attended were: Cole <br />Hendrix, City Manager; Gary O'ConnetI, Deputy City Manager~ <br />Louie Chapman, Assistant City-Manager~ Clyde ~Gouldman, City <br />Attorney; and Jeanne Cox, Clerk of Council. <br /> <br /> The Myers-Briggs type indicator forms had previously <br />been completed by Council-and staff and the various <br />personality types were discussed in an effort to improve team <br />development.and appreciate differences among staff and <br />Council. <br /> <br /> The possibility of developing a vision statement for <br />the City was discussed. <br /> <br /> Council members agreed to discuss the. following agenda <br />items during the retreat: drugs, neighborhoods <br />(infrastructure and social programs),' relationship with the <br />University of Virginia, drainage, downtown revitalization, <br />housing, economic development, solid waste management, <br />schools, recreation user fees, taxes/size of government, <br />budget process - specialization/accountability, general <br />restruCturing (Finance Department and City Attorney), <br />relationship of Housing Authority to City, Parks and <br />Recreation programs (overlapping with youth programs/ <br />neighborhood versus regional,~ program evaluation-, and ' <br />relationship of various boards and commission in dealing with <br />Council priorities. <br /> <br />Drugs <br /> <br /> Council agreed that the issue of drugs remains a high <br />priority and efforts the ~City has taken~thus ~far should be <br />evaluated. ~ <br /> <br /> Increasing the number of police officers on foot patrol <br />was discussed and staff was directed to provide more <br />information-on the impact this would~have on'other police <br />services. Staff was also asked to provide information on how <br />long it takes to get new officers on the streets. <br /> <br /> Mr. Vandever stated that he felt the City's goal should <br />be to re-establish a sense of security and safety in the <br />neighborhoods. <br /> <br /> The importance of police/co~mmunity relations was i ! <br />discussed as well as ways to investigate complaints against <br />the police, better recruitment of minorities and women in <br />the Police Department. <br /> <br /> Council requested ~further information about the <br />treatment options available for drug offenders, what anti- <br />drug activities are taking place in the schools, and what <br />new programs were develoPed in the Parks and Recreation <br />Department with the drug initiative funds. <br /> <br />Neighborhoods/Parks ~ <br /> <br /> It was agreed that both neighborhood and regional <br />interests should be represented on the Parks Committee, but <br />that neighbor~hood parks should be given a higher priority. <br /> <br /> Ms. Sl~aughter~ recommended tkat new w~ays be.~develoP~d to <br />allow more creativitY~in addressing improvements to target <br />neighborhoods and requested information ~on how the proposed <br />rezonings will affect l~dlv~dual neighborhoods and ways to <br />publicize the proposalS. <br /> <br />University of V~rginia~ ~ ~ ' <br /> <br /> Mr, Vandever stated that he felt the Uniuersity of <br /> <br /> <br />
