Mr. <br />Vandever noted concern with the limited divisions the City <br />Manager had recommended be evaluated this~year and favored <br />having programs and positions which have been added in the <br />recent past, within five to seven years, reviewed and <br />rejustified. <br /> <br /> Mr. O'Connell stated that an employee could be trained <br />in each department to evaluate the programs in the last <br />service leVelS, but Ms. Slaughter expressed cOncerns about <br />peer evaluations. <br /> <br /> Mr. Hendrix suggested that staff provide Council with a <br />framework of evaluations which could be performed, <br />particularly focUsing on management structure and programs <br />built around those positions, and the time such evaluations <br />would take. <br /> <br />Budget <br /> <br /> Ms. Waters stated that she felt salaries are integrally <br />related to revenues and expressed concern that over time <br />percentage raises widen the differences between higher and <br />lower paid employees. <br /> <br /> Mr. Toscano stated that he was interested in looking at <br />differences between supervisory versus lower level employees <br />and parity for firefighters. <br /> <br /> Rev.
