Pursuant to the limitations contained in Temporary <br />Income Tax Regulations Section 5f.103-2(f) (1), this <br />resolution shall remain in effect for a period of one year <br />from the date of its adoption. <br /> <br /> 4. This resolution shall take effect immediately upon <br />its adoption. <br /> <br />RESOLUTION: HOUSING ASSISTANCE PLAN <br /> <br /> Mr. Hendrix explained that this was the third year of'a <br />three year Housing Assistance Program required by the <br />Department of Housing and Urban Development. <br /> <br /> Mr. Glen Larson, Planner in the Department of Community <br />Development, explained that the Plan is required as a <br />condition of. receiving Community Development Block Grant <br />funds and is used as'a general guide for federally assisted <br />programs. The Plan identifies rental subsidy needs and <br />establishes a three year goal to meet this need. Mr. Larson <br />stated that the Plan contains the following goals: 106 HUD <br />assisted rental units; 25 homeowner rehabilitations; two <br />House Bank projects; 10 VHDA rehabilitations; and 10 VHDA new <br />constructions. <br /> <br /> Ms. Waters recommended that the City look at everything <br />it does in a year in the areas of low and moderate income <br />housing. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, <br /> Council unanimously approved the~Housing~Assistance Plan as <br /> presented. ~ <br /> <br />RESOLUTION: AMENDING INTERIM DRUG TESTING POLICY FOR GAS DIVISION <br /> <br /> Mr. Clyde-~Gouldman, City:Attorney, explained that the <br />Council had previously adopted an interim drug testing policy <br />for the Gas Division which included testing for two drugs <br />which the federal government has since ruled cannot be <br />included and therefore the policy needs to be amended to <br />delete the~two drugs. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />resolution amending the interim drug testing policy for the <br />Gas Division was unanimously apprOved bY Council. <br /> <br /> WHEREAS, this Council~ approved an anti-drug program <br />(drug testing policy) for the City's Gas Division employees, <br />as required by the U.S. Department of Transportation, on <br />August 20, 1990; and ~ ~ <br /> <br /> WHEREAS, ~the-polciy Stated that~tests~for marijuana, <br />cocaine, opiates, amphetamines, phencyclidine, barbiturates, <br />and benzodiazepines would be'performed; and <br /> <br /> WHEREAS, it has~been COnfirmed that the Department of <br />Transportation prohibits testing of barbiturates and. <br />benzodiazepines under its requirements until testing <br />protocols for such drugs are developed and approved; now, <br />therefore ~ <br /> <br /> BE IT RESOLVED by the Council of the City of <br />charlottesville., Virginia tha the Gas Division drug testing <br />policy approved by this Council on August 21, 1990, is hereby <br />amended to remove barbiturates and benZodiazepines from the <br />list of drugs tested for under Section 3(b) ~of such policy. <br /> <br />RESOLUTION: APPROVING RIVANNA SOLID WASTE AUTHORITY <br />ORGANIZATIONAL AGREEMENT <br /> <br /> Mr. Hendrix highlighted the following changes negotiated <br />in the Rivanna Solid Waste Authority's Organizational <br /> <br /> <br />
