67 <br /> <br />controlled by the City. <br /> <br /> Mr. Hendrix explained that the golf course expansion <br />will go to the Planning Commission for site plan review Only, <br />not for further debate on the issue. <br /> <br /> Mr. Toscano stated that he was torn between competing <br />issues on the golf course expansion but felt that staff had <br />attempted to make a number of compromises and the Council <br />should move.on with the expansion, with the holes relocated <br />as recommended. <br /> <br /> Council unanimously approved the design of the golf <br />course expansion, with holes 11 and 12 relocated away frOm <br />the riverfront, l~eaving the river frontage natural. <br /> <br />APPROPRIATION: $10,000 - ADVANCE TO FOCUS <br /> <br /> Mr.~ Hendrix explained that FOCUS has been awarded a Job <br />Training and Partnership Act contract to provide employment <br />related training and job placement services to area youth and <br />adults, but the funds are provided on the basis of <br />reimbursement and FOCUS has insufficient cash flow to operate <br />the program. Mr. Hendrix continued that FOCUS was requesting <br />that the City advance the $10,000 and staff~recommended that <br />the appropriation be approved. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, <br />the $10,000 appropriation as an~advance to FOCUS was offered <br />and carried over to the next meeting for consideration. <br /> <br />ORDINANCE: ESTABLISHING PERMIT PARKING ZONE IN FIFEVILLE <br /> <br /> Mr. Hendrix stated that a request has been made to <br /> establish a permit parking zone in the Fifeville neighborhood <br /> and criteria of the ordinance have been met. Mr. Hendrix <br /> explained that if the zone is approved, the request to <br /> designate specific streets for permit Parking will be <br /> considered at the next meeting. <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, <br /> the ordinance entitled "AN ORDINANCE CREATING A NEW PERMIT <br /> PARKING ZONE (ZONE 7) WITHIN THE FIFEVILLE NEIGHBORHOOD" was <br /> offered and carried over to the next meeting for <br /> consideration. <br /> <br /> Mro Archie Williams,~representing the Fifeville <br /> neighborhood, thanked Council for their consideration. <br /> <br />APPROPRIATION: $1,554.50 - DONATION FOR~FLOWER BULBS <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Toscano, the <br />$1,554.50 appropriation of a donation for flower bulbs was <br />offered and carried over to the next meeting for <br />consideration. <br /> <br />RESOLUTION: FREE BRIDGE/LONG STREET PROJECT - UNDERGROUNDING <br /> <br /> Mr. Hendrix stated that the issue of undergrounding <br /> along the Free Bridge/Long Street project had been raised and <br /> Council members-had requested that the matter be placed on <br /> the agenda. Mr. Hendrix stated that the cost to underground <br /> was estimated to be between $300,000 and $500,000 and the <br /> Department of Transportation has indicated that the decision <br /> to underground~would delay the project. <br /> <br /> Mr. Toscano questioned why there was such a discrepancy <br />in the Virginia Power and ~Centel ~undergrounding estimates, <br />with Centel being $75,000 and Virginia Power being between <br />$300,000 and ~500,000. <br /> <br /> Mr. Dave Roop, RegiOnal Manager for Virginia Power, <br /> <br /> <br />
