' <br /> <br /> Ms. Slaughter questioned whether City staff would be <br />involved'in developing the plan and Mr. Hendrix replied that <br />technical assistance may'be necessary and if it is, <br />localities would have to contribute approximately $10,000 <br />each. Mr. Hendrix stated that one option for the City would <br />be to provide staff assistance in lieu of funds. <br /> <br />RESOLUTION: HOUSING STRATEGY <br /> <br /> Mr. Hendrix stated that the Planning District is <br />conducting a regional housing study and recommended that the <br />Council go on record as supporting the study. <br /> <br /> Rev. Edwards stated that David Toscano and Blake Hurt <br />have been appointed as the City's representatives on the <br />Advisory Panel for the housing study. <br /> <br /> Council members indicated their support of the Housing <br />Strategy. <br /> <br />RESOLUTION: REALLOCATION - SCHOOL CAPITAL PROJECTS <br /> <br /> Mr. Hendrix explained that the resolution would approve <br />shifting of funds for school capital projects. <br /> <br /> Mr. Vandever made a motion to approve the resolution <br />reallocating school capital projects and Ms. Slaughter <br />seconded the motion. <br /> <br /> Ms. Slaughter expressed concern about approving pieces <br />of the capital budget without looking at the whole budget and <br />other financial constraints and recommended that Council hold <br />a work session on the' capital improvement plan. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, explained that <br />all the projects except the renovations to the high school <br />will come back to Council for reconsideration with the entire <br />capital budget. <br /> <br /> Mr. Toscano stated that he was willing to approve the <br />~26,000 for renovations to the HVAC system at Charlottesville <br />High School as this was recommended by the capital budget <br />subcommittee and School Board, and defer other considerations <br />until a later date. <br /> <br /> Mr. Vandever and Ms. Slaughter amended their motion to <br />approve the resolution authorizing only the $26,000 for- <br />renovations at Charlottesville High School. The resolution, <br />as amendedt was unanimously'approved by Council. <br /> <br /> WHEREAS, the Council has preViously approved the <br />appropriation of certain sums of money to specified accounts <br />for school capital projects; and <br /> <br /> WHEREAS, it now appears that a portion of the amounts <br />originally appropriated to some of these accounts are not <br /> <br /> <br />
