80 Dro Joseph McGeehan, Superintendent of City Schools, stated that new information received from the State indicates that the reduction in State funding could be as high as 7.5%, or $900,000. Council and the School Board discussed the feasibility of continuing the Italian Student Exchange Program in light of the decision by the Albemarle County School Board not to participate in the program in the upcoming summer. It was agreed that the School Board woutd discuss-the matter at its next regularlmeeting and report back to Council. Mr. Louie Chapman, Assistant City Manager, gave a presentation on the Charlottesville-Albemarle Children and Youth (CACY) Commission which was recently established by Council and the Board of Supervisors in response to a forum on children and youth which was held in 1986. Mr. Chapman stated that the Commission was expected to provide: 1) closer scrutiny of agencies serving children and youth; 2) more consistency in children and youth programs; 3) better coordination among the Departments of Social Services, Health Department, schools, Region T:en~: and other:~ local agencies; 4) new energy in children and youth programs. Mr. Chapman stated that it was hoped that the Commission would provide a mechanism for improved discussion with the schools and he encouraged participation by teachers and other school personnel, Ms. Frances Johnson, School Board member, noted the absence of a reference to transportation for youth in the charge for the CACY Commission and recommended that this need be emphasized. Mr. Chapman agreed that transportation was an important issue and explained that it was also be looked at in connection with recreation programs. Ms. Emily Couric, Chairperson of the School Board, suggested considering designating a School Board member as a non-voting member of the CACY Commission'. s adjourned. MINUTES On motion by Ms. Waters, seconded by Mr. Vandever, the minutes of the November 5th meeting were approved as amended. PUBLIC Ms. Angela Glomm, President of Charlottesville-Albemarle Recycle Together (CART), speaking on behalf of Charlottesville- Albemarle Clean Community Commission (CAC3), requested that the City repave the Recycling Center on McIntire Road. Ms. Judith Mueller, Director of Public Works, stated that she has discussed the repaving with Albemarle County staff and recommended that the potholes be patched at a cost of $500 and a decision be made in the spring about repaving which is estimated to cost between $6,000 and $10,000.
