80 <br /> <br /> Dro Joseph McGeehan, Superintendent of City Schools, <br />stated that new information received from the State indicates <br />that the reduction in State funding could be as high as 7.5%, <br />or $900,000. <br /> <br /> Council and the School Board discussed the feasibility <br />of continuing the Italian Student Exchange Program in light <br />of the decision by the Albemarle County School Board not to <br />participate in the program in the upcoming summer. It was <br />agreed that the School Board woutd discuss-the matter at its <br />next regularlmeeting and report back to Council. <br /> <br /> Mr. Louie Chapman, Assistant City Manager, gave a <br />presentation on the Charlottesville-Albemarle Children and <br />Youth (CACY) Commission which was recently established by <br />Council and the Board of Supervisors in response to a forum <br />on children and youth which was held in 1986. Mr. Chapman <br />stated that the Commission was expected to provide: <br />1) closer scrutiny of agencies serving children and youth; <br />2) more consistency in children and youth programs; 3) better <br />coordination among the Departments of Social Services, Health <br />Department, schools, Region T:en~: and other:~ local agencies; <br />4) new energy in children and youth programs. Mr. Chapman <br />stated that it was hoped that the Commission would provide a <br />mechanism for improved discussion with the schools and he <br />encouraged participation by teachers and other school <br />personnel, <br /> <br /> Ms. Frances Johnson, School Board member, noted the <br />absence of a reference to transportation for youth in the <br />charge for the CACY Commission and recommended that this <br />need be emphasized. <br /> <br /> Mr. Chapman agreed that transportation was an important <br />issue and explained that it was also be looked at in <br />connection with recreation programs. <br /> <br /> Ms. Emily Couric, Chairperson of the School Board, <br />suggested considering designating a School Board member as a <br />non-voting member of the CACY Commission'. <br /> <br />s adjourned. <br /> <br />C~rk ' '- <br /> <br />COUNCIL CHAMBER - November 19, 1990 <br /> <br /> Council met in regular session on this date with the <br />following members present: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />minutes of the November 5th meeting were approved as amended. <br /> <br />PUBLIC <br /> <br /> Ms. Angela Glomm, President of Charlottesville-Albemarle <br />Recycle Together (CART), speaking on behalf of Charlottesville- <br />Albemarle Clean Community Commission (CAC3), requested that <br />the City repave the Recycling Center on McIntire Road. <br /> <br /> Ms. Judith Mueller, Director of Public Works, stated <br />that she has discussed the repaving with Albemarle County <br />staff and recommended that the potholes be patched at a cost <br />of $500 and a decision be made in the spring about repaving <br />which is estimated to cost between $6,000 and $10,000. <br /> <br /> <br />
