84 <br /> <br /> Ms. Slaughter recommended clarifying how door-to-door <br />service could continue to be provided to those who need it <br />should the policy change to curb-to-curb in the future. <br /> <br /> Ms~ Waters amended her motion to add that systematic <br />abuse of the door-to-door service be dealt with as soon as <br />possible. <br /> <br /> Ms. Waters' motion, as amended, was unanimously approved <br />by Council. <br /> <br />STAFF REPORT: CHRISTMAS HOLIDAY <br /> <br /> Mr. Hendrix stated that since Christmas falls on a <br />Tuesday this year City employees have requested that Monday <br />be an additional holiday. Mr. Hendrix explained that several <br />other communities and major local employers have granted the <br />holiday for their employees and the major cost for the City <br />would be in the form of overtime in the Fire Department which <br />could be absorbed into the existing budget. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, <br />Council unanimously approved Monday, December 24, 1990 as a <br />holiday for City employees. <br /> <br />STAFF REPORT: EXPANDING PILOT RECYCLING PROGRAM <br /> <br /> Ms. Judith Mueller, Director of Public Works, stated <br />that the pilot recycling program has been a great success, <br />with collection productivity exceeding expectations. Ms. <br />Mueller explained that the program could be doubled to 2,400 <br />households by using excess advertising funds to purchase <br />additional cans. Ms. Mueller added that expanding the <br />program to encompass regular routes in participating <br />neighborhoods will allow the collection of better data on the <br />impact of the program. <br /> <br /> Ms. Waters made a motion to approve the expansion of the <br />program on the assumption that the City will continue to use <br />the cans in the future. Mr. Vandever seconded the motion. <br /> <br /> Ms. Slaughter stated that she did not think it should be <br />a requirement that the cans continue to be used in the future <br />especially since the additional cans can be purchased within <br />the pilot recycling budget and she would be open to other <br />options in the future. <br /> <br /> Council unanimously approved expanding the pilot <br />recycling program as described by Ms. Mueller. <br /> <br /> Ms. Slaughter asked when a time line for when a City- <br />wide recycling program would be developed and Ms. Mueller <br />stated that staff are in the process of developing options <br />and should have a recommendation by February or March. <br /> <br /> Responding to a question from Ms. Slaughter, Ms. Mueller <br />stated that an office recycling program is being developed <br />for downtown businesses. <br /> <br />STAFF REPORT: DRAINAGE POLICY <br /> <br /> Mr. Hendrix explained that Council had requested an <br />update on the City's drainage policy at its annual retreat. <br /> <br /> Ms. Mueller stated that in 1987 drainage policy <br />guidelines were adopted for city-wide and neighborhood <br />projects. The City funds 100% of projects for which the City <br />Attorney has determined the City has legal liability and 75% <br />for city-wide projects with no legal liability. The <br />neighborhood drainage program was amended in 1989 to reduce <br />the amount paid by the property owner from 50% to 25%, with <br /> <br /> <br />
