93 <br /> <br /> Ms. Waters stressed that she felt much has been <br />accomplished by the City in its drug efforts to date. <br /> <br /> Rev. Edwards asked whether Councilors and DAB members <br />felt that the written job description of the Coordinator was <br />accurate. <br /> <br /> Ms.. Slaughter stated that she did not think the <br />clearinghouse function was as important as other duties. <br /> <br /> Ms. Priscilla Whiting, Co-Chair of the DAB, stated that <br />she felt the Coordinator should identify overlaps and <br />absences of services. <br /> <br /> After discussion the position description for the Drug <br />Coordinator was amended in the following areas: substitute <br />"assist" in evaluating programs for "direct;" remove <br />"clearinghouse,, function and substitute "resource for <br />anti-drug information activities"; remove coordinating <br />education efforts; remove "monitoring" activities and <br />substitute "work with;" remove "reviewing" grant applications <br />and substitute,help develop and review." <br /> <br /> The following qualities were identified as important for <br />the Drug Coordinator: skilled as a community organizer; <br />ability to maintain confidentiality; experience in substance <br />abuse; executive experience; ability to speak street <br />language; familiarity with community; ability to be motivator <br />and to be self-motivated; ability to be spokesperson; and <br />ability to deal with public information. <br /> <br /> Ms. Slaughter presented the following proposed developed <br />in conjunction with Mr. Toscano: 1) the Mayor head the <br />anti-drug effort, with the rest of Council invOlved on an <br />ongoing basis; 2) a "Committee of 400" composed of community <br />residents be formed in cooperation with City government to <br />mobilize the community in drug efforts; 3) the Drug Advisory <br />focus its activities in four subcommittees relating to the <br />components of a comprehensive drug program (education and· <br />prevention, treatment, law enforcement and community <br />involvement); and 4) a new Drug Coordination be hired by and <br />responsible to City Council. <br /> <br /> Responding to a question from Ms. Whiting, Ms. Slaughter <br />anticipated that such a group would meet for six months at <br />which time a charrette could be held to review efforts. <br /> <br /> Ms. Waters questioned whether formation of such a group <br />should be the next step in the City's efforts. <br /> <br /> Ms. Whiting recommended bringing in someone who could <br />present a plan which has worked in another community. <br /> <br /> Rev. Edwards expressed interest in seeing what could be <br />done~at the local level with businesses, the community <br />at-large and churches. <br /> <br /> Mro ~Hemenway recommended the development of an <br />organizational plan for the drug effort. <br /> <br /> Mr. Toscano recommended that the Drug Coordinator act as <br />staff to the DAB and that the Board form subcommittees to <br />develop ideas and programs as well as identify how citizens <br />Can get involved. <br /> <br /> MS. Waters stated that she would not favor the Drug <br />Coordinator working directly.for Counlcil, but would prefer <br />that the position remain part of the City Manager's staff. <br /> <br /> Ms.. Slaughter stated that she felt the ~Coordinator <br />should be directly responsible to Council and the DAB <br />and suggested that the Mayor could provide supervision for <br /> <br /> <br />
