Ms. Waters stated that she did not think the Council is <br />in a position to appropriate $400,000 and is therefOre <br />reluctant to put the matter formally on the agenda at this <br />time. <br /> <br /> Mr. Toscano recommended that the issue be put on the <br />agenda as a public report. <br /> <br /> Ms. Slaughter stated that she felt the situation was <br />critical enough to justify a comprehensive report. <br /> <br /> Ms. waters requested that staff provide some options for <br />dealing with the situation. <br /> <br /> Mr. Toscano recommended consideration of a deferred loan <br />program to fund the drainage improvements, based on equity in <br />the properties which could be repaid over a long period of <br />time or could be repaid upon sale of the property. <br /> <br /> Mr. Hendrix stated that he felt the options available <br />were to either develop a new program or make an exception in <br />the existing drainage policy. Mr. Hendrix added that should <br />the issue of legal liability be pursued, such a decision <br />would probably be made in court. <br /> <br /> Ms. Slaughter recommended that a basic staff report be <br />presented to Council in two weeks, with Council making a <br />decision at that time regarding how to proceed. <br /> <br /> Ms. Corlis Anderson of 930 Rock Creek Road, presented <br />photographs of the erosion in Orangedale and requested that <br />Council provide 100% funding for the drainage improvements. <br />Ms. Anderson stated that she felt the City was liable since <br />it had not required bank stabilization at the time of <br />development. Ms. Anderson also noted concern about the <br />water quality of Rock Creek. <br /> <br /> Mr. Charles Courtney of 936 Rock Creek Road, stated that <br />he has been fighting a losing battle against the erosion of <br />his back yard and added that insurance will not cover loss to <br />his property. <br /> <br /> Mr. Matt Mosey of 711 Hinton Avenue, asked Council to <br />investigate why the stove was removed from his apartment. <br /> <br /> Mr. Dave Bruce of 717 Hinton Avenue, stated that it <br />was his understanding that the owner of 711 Hinton Avenue had <br />removed the stove after being informed by the City that he <br />had illegally converted a single family home into a duplex. <br />Mr. Bruce stated that the Belmont Neighborhood Association is <br />supportive of such enforcement by the City. <br /> <br /> Ms. Linda Freda of 906 Rock Creek asked whether it was <br />possible for the City to fund ~the drainage improvements 100% <br />in Orangedale regardless of whether there was legal <br />liability. <br /> <br /> Ms. Waters replied that providing 100% funding for the <br />drainage improvements in Orangedale would be an important <br />policy change for the City. <br /> <br />P~BLIC HEARING: FY 1991-92 COMMUNITY DEVELOPMENT BLOCK GRANT <br />PROGRAM <br /> <br /> Mr. Hendrix explained that a joint meeting of the <br />Planning Commission, Social Development Commission, and <br />Community Development Block Grant Task'Force had been held <br />and it was the Consensus of the group to recommend that the <br />allocation for social programs be raised from 12% to 15% and <br />that the program areas be grouped in the following Order of <br />priority: Group A: 1) Housing; 2) Handicapped Access; and <br />3) Economic Development.
