Edwards and Mr. Vandever. <br /> <br />PRESENTATION: VICTIM AND WITNESS ASSISTANCE PROGRAM <br /> <br /> Mr. Eric Johnson, Victim and Witness Assistance <br />Coordinator, described the following services offered by the <br />Victim and Witness Assistance Program: case status, <br />providing information regarding the criminal justice system, <br />transportation and escort service, counseling, identification <br />of available community resources, assistance filing for crime <br />victim's compensation,, help in administering the domestic <br />violence project, and providing training to community <br />organizations. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Johnson <br />explained that the program is funding approximately 55% by <br />the State and 45% by the City. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />$906,923.39 - JOB TRAINING AND PARTNERSHIP ACT <br /> <br /> The $906,923.39 appropriation for the Job Training and <br />Partnership Act which was offered at the November 19th <br />meeting was approved by the following vote. Ayes: Ms. <br />Slaughter, Mr. Toscano, Ms. Waters. Noes: None. Absent: <br />Rev. Edwards and Mr. Vandever. <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville, Virginia, that all amounts received from the <br /> Governor's Employment and Training Department of the <br /> Commonwealth of Virginia pursuant to the Job Training <br /> Partnership Act (including unexpended balances carried <br /> forward from prior years), estimated to total $906,923.39, <br /> are hereby appropriated to the JTPA Fund, to be expended by <br /> the Piedmont Job Training Administration on authorization <br /> from the City Manger or his designee, and in accordance with <br /> applicable state and federal laws and regulations, to carry <br /> out the purposes of the Act. <br /> <br />APPROPRIATION: FY 89-90 YEAR END ADJUSTMENTS (2nd reading) <br /> <br /> Responding to a question from Mr. Toscano regarding <br />departments which have had required supplemental <br />appropriations in previous years, Ms. Rita Scott, Director of <br />Finance, explained that some departments must estimate usage <br />of particular programs and these budgets are later amended to <br />reflect actual use, such as the rent relief program and <br />non-profit rehearsal use of the Charlottesville Performing <br />Arts Center. Ms. Scott stated that the Sheriff's office has <br />needed a supplemental appropriation for the last three years, <br />the Registrar required a supplemental appropriation two years <br />ago, but no pattern exists for the other ~departments~ <br /> <br /> Mr. Toscano recommended that certain departmental <br />budgets be flagged during the budget so that they can more <br />accurately reflect actual expenditures to eliminate the need <br />for supplemental appropriations. <br /> <br /> Mr. Toscano asked for an~explanation of the golf <br />revenues being~used for golf course expansion. _ <br /> <br /> Ms. Scott stated that the appropriation should have <br />designated the revenues for maintenance and repair of.the <br />existing golf course rather than for expansion of the golf <br />course. : -. ~ <br /> <br /> Mr. Toscano expressed Concern with how the appropriation <br />was presented. <br /> <br /> <br />
