Mr. Toscano recommended that CounCilors propose issues on which public input could be sought with regard to the upcoming budget and listed the following potential topics: 1) funding alternatives for solid waste collection/disposal (user fees, incentives for recycling, reduction of trash collection to one day per week, etc.); salary freeze for City employees (across the board or only employees at upper end of salary range) or granting increaSes to certain categories of employees only; 3) local Option for a sales tax increase; 4) local option for a surtax fOr upper income persons; and 5) reducing the annual allocation for the capital budget. Ms. Slaughter asked for feedback from the public on ways meetings could be made more interesting. Mr.. Toscano suggested considering providing an opportunity for the public to call in with qUestions and comments to Councilors° Ms. Slaughter acknowledged efforts of the Police Department in combating drugs by giving notice to owners of property suspected of housing drug activities and a recent round of drug arrests. he ~t~ng was adjourned. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. MINUTES On motion by Mr. ToScano, seconded by Ms. Waters, the minutes of the November 14th meeting were Unanimously approved as presented. On motiOn by Ms. Waters, seconded by Ms. Slaughter, the minutes of the November 19th meeting were unanimously approved as presented. On motion by Mr. Vandever, seconded by Ms. Waters, the minutes of the November 20th meeting were unanimously approved as presented. On motion by Ms. Slaughter, seConded by Mr. Toscano, the minutes of the December 3rd meeting were approved as presented, with Rev. Edwards and Mr. Vandever abstaining. PUBLIC Mr. Gerhard Glomm of 110 Westwood Circle, expressed concern about the tipping fees which he felt were hastily approved by the Rivanna Solid Waste Authority and felt that Council needed to appoint people to the Authority who were thoughtful and creative.
