NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Tuesday, <br />March 21, 1989 AT 7:00 p,m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Work sessions with agencies <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> BASEMENT CONFERENCE ROOM - March 21, 1989 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. Towe, <br />Mro Vandever, Ms. Waters. <br /> <br /> Mr. David Toscano, Chairman of the Social Development <br />Commission, stated that the Commission had separated social <br />agency funding requests into high, medium and low priorities <br />and in some cases had recommended dollar amounts. Mr. <br />Toscano stated that average increases were recommended in <br />most cases. Mr. Toscano stated that the Commission <br />recommended funding MACAA's Housing Counseling Program out of <br />General Funds rather than CDBG funds since it has been funded <br />out of the CDBG Program for several years. Mr. Toscano <br />stated that the Commission will be discussing the issue of <br />what agencies are core agencies to the City. <br /> <br /> Mr. Gordon Walker, Director of the Jefferson Area Board <br />for Aging, stated that he was pleased with the 8% increase <br />recommended and differed only with the staff's recommendation <br />not to fund the 5th day at Carver Center for seniors and <br />handicapped. Mr. Walker raised concern about the future use <br />and adequacy of Carver Center for the program. Mr. Walker <br />stated that the Thomas Jefferson Adult Day Care Center is <br />operating at full capacity and the current site will not be <br />available after October 1st. '- <br /> <br /> Responding to a question from Mr. Towe concerning the <br />ratio of City and County participants in the Adult Day Care <br />Center, Mr. Walker stated that there is currently a 50/50 <br />ratio but County participation may be ~reduced if the County <br />reduces funding. <br /> <br /> Mr. Buck asked what would be the additional cost to the <br />City to staff the fifth day at Carver-Center and <br />O'Connell replied that the fifth day would cost a total of <br />~9,500, including Parks and Recreation staff increases. <br /> <br /> Ms. Annette Grimm, Director of the Sexual Assault <br />Resource Agency (SARA), requested additional funding to <br />support a community education coordination and a therapy <br />group for teenage victims of rape. Ms. Grimm stated that of <br />the 231 victims worked with in the previous year, 35 were <br />University students, but that the University provided no <br />funding to SARA. <br /> <br /> Ms. Cartie Lomonack, Executive Director of the Shelter <br />for Help in Emergency (SHE) thanked council for their <br />support. - ~ <br /> <br /> Ms. Jeanne Hammer, a member of SHE's Board of Directors <br />explained that SHE's funding request was based on the <br />average usage of the Shelter for the previous two years. <br /> <br /> Mr. Wade Trembly, Board Member, and .Ms. Zakira Beasley, <br />Director of the United Way Child Care ~Scholarship Program, <br />thanked Council for its support and stated that 140 City <br />children will be served by the program next year. <br /> <br /> Mr. Ken Ackerman, Executive Director of the Monticello <br />Area Community Action Agency (MACAA), stated that he has no <br /> <br /> <br />
