Mr~ Peterson requesting~an additional $20,000 for <br />Charter-House in order to, expand.the, existing facility. <br />Mr..Peterson .explained that 85% of Charter_~House clients list <br />Charlottesville as their residence. ~ <br /> <br /> Mr. Mike McMahan,' Administrator of the Joint Security <br />Complex, stated that the City's share of funding for the <br />Complex has increased by $31,544 due to the. City's usage of <br />the facility in the previous year. Mr. McMahan statedrthat <br />the City had 36,382 prisoner days as compared to 12,732 by <br />Albemarle County. Mr. McMahan explained that prisoner days <br />a-re charged to. the locality in which arrests are made.. <br /> <br /> Ms. Linda Peacock, Budget Analyst, explained that. the <br />City is required to fund the increase for the Joint Security <br />Complex. <br /> <br /> Ms. Peggy King, representing the Northwestern Health <br />Systems Agency, stated that health planning structures have <br />now been written into State law which should make State <br />funding more reliable. Ms. King stated that if the City <br />does not fund the Health syStems Agency the local advisory <br />council will not be staffed and education to local groups <br />would be hampered. <br /> <br /> Ms. Sandy Snook, President of the Piedmont Council for <br />the Arts Board, requested additional funding to increase the <br />director to full time and provide funding for a receptionist. <br /> <br /> Ms. Jeanne Finan, Director of the Virginia Discovery <br />Museum, stated that full funding from the City could be used <br />to admit City school children into the facility at no charge. <br />Ms. Finan stated that the Museum-is outgrowing its current <br />space and is considering moving downtown. <br /> <br /> Council tentatively discussed eliminating the <br />neighborhood specialist position ($50,000), the drug <br />awareness program ($25,000), and the recycling program <br />($20,000). <br /> <br /> Mr. Vandever noted concern with holding basic City <br />programs harmless during the budget process. <br /> <br /> Mr. Buck stated that Council has historically raised <br />questions concerning the general budget for City programs. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, <br />Council unanimously voted to meet in executive session to <br />discuss personnel matters as exempted by Section 2.1-344(a) <br />(1) of the Virginia Freedom of Information Act. <br /> <br /> T~meeting was adjourned. <br />Pr~ident Cl~ <br /> <br /> <br />
