The $375,000 appropriation of the Virginia Housing <br />Partnership Act grant which was offered at the March 20th <br />meeting was approved by the following vote. Ayes: Mr. Buck, <br />Rev. Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. Noes: <br />None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $375,000, to be <br />received from the Virginia Housing Partnership Fund's Single <br />Family Rehabilitation Loan Program, is hereby appropriated to <br />expenditure account 11-042-093130 in the Grants Fund. Of <br />this amount, $188,000 will be used for energy-related <br />rehabilitation of single family homes, and $187,000 will be <br />used for general rehabilitation of single family homes, <br />including low interest loans for such rehabilitation. This <br />appropriation is conditioned upon receipt of such funds from <br />the Virginia Housing Development Authority and the Virginia <br />Department of Community Development. <br /> <br />APPROPRIATION: $166,210 - JOB TRAINING PARTNERSHIP ACT <br /> <br /> Mr. Hendrix explained that the City acts as <br />administrative agent for the Job Training Partnership Act and <br />therefore the funds must be appropriated. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />$166,210 appropriation of the Job Training Partnership Act <br />funds was offered and carried over to the next meeting for <br />consideration. <br /> <br />RESOLUTION: AUTHORIZING CITY MANAGER TO SIGN CONTRACT WITH <br />VIRGINIA POWER <br /> <br /> Mr. Hendrix stated that the Virginia Municipal League <br />and Virginia Association of Counties had formed a negotiating <br />team to deal with contracts between Virginia Power and <br />localities. Mr. Hendrix stated that the contract provided <br />for a 10.1% cost reduction this year, retroactive to July 1, <br />1988, a 2.5%-increase the second year, and a 2.4% increase <br />the third year. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />resolution authorizing the City Manager'to sign a contract <br />with Virginia Power was unanimously approved by Council. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville that the~City Manager~is hereby authOrized to <br />execute on behalf of the City the following document, in form <br />approved by the City Attorney: <br /> <br />Agreement dated February 24, 2989 betw.een Virginia <br />Power and the City, for the purchase and sale of <br />electric service. - <br /> <br /> A copy of such document shall be kept on file with the <br /> minutes of the Council meeting at which this resolution was <br /> adopted. <br /> <br />ORDINANCE: AMENDING EMPLOYEE'S RETIREMENT ORDINANCE (2nd reading) <br /> <br /> Mr. Hendrix stated that funds necessary ~to amend the <br /> retirement ordinance to altow~employees with 30 years of <br /> service to retire at age 55 have not been included in the FY <br /> 89-90 budget and therefore the ordinance must be amended to <br /> have the change become effective at a later date <br /> <br /> Mr. Vandever made a motio~ to amend the ordinance to <br /> have the effective date July 1, 1990. Rev. Edwards seconded <br /> the motion. ~ <br /> <br /> Mr. Buck stated that passage of the retirement ordinance <br />amendment could affect salary increases for FY 90-91 because <br /> <br /> <br />
