19 <br /> <br />ORDINANCE: ANNUAL TAX LEVY (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE TO ESTABLISH THE <br />ANNUAL TAX LEVY ON VARIOUS CLASSES OF PROPERTY FOR THE <br />PAYMENT OF INTEREST AND RETIREMENT OF THE CITY DEBT, FOR THE <br />SUPPORT OF THE CITY GOVERNMENT AND CITY SCHOOLS, AND FOR <br />OTHER PUBLIC PURPOSES," which was offered at the April 3rd <br />meeting, was approved by the following vote. Ayes: Rev. <br />Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. Noes: None. <br />Absent: Mr. Buck. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />$11,000 - ADVANCE TO TEENSIGHT PROGRAM <br /> <br /> Mr. Towe requested that the advance to the Teensight <br />Program be conditioned upon only City residents being aided <br />by the program until the City is reimbursed. <br /> <br /> Mr. Vandever stated that he would agree to Mr. Towe's <br />suggestion. <br /> <br /> Mr. Buck stated that he would not favor restricting the <br />program to City residents because he did not think there was <br />a risk that the advance would not be repaid. <br /> <br /> Mr. Towe made a motion to amend the appropriatiOn to <br />read that the advance would~be conditioned upon Teensight <br />serving only City residents until the money is repaid. <br /> <br />The motion died for lack of a second. <br /> <br /> The $11,000 advance to the Teensight Program which was <br />offered at the April 3rd meeting was approved by the <br />following vote. Ayes: Mr. Buck, Rev. Edwards, Mr. Towe, Mr. <br />Vandever, Ms. Waters. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $11,000 is hereby <br />appropriated from the General Fund as a loan to FOCUS, a <br />women's resource center in Charlottesville, as start-up funds <br />for the Teensight Program, which will provide job training <br />for 30 "hard-to-serve" Charlottesville and~Albemarle County' <br />youth. This loan is conditioned upon FOCUS's promise to <br />repay the advance in its entirety on or before December 31, <br />1989, whether such repayment is effected from funds received <br />from the FOCUS contract with the Piedmont Job Training <br />Administration or from some other source. Before the actual <br />advance is made by the. City, FOCUS shall sign an appropriate <br />note evidencing its indebtedness to the City in a form <br />approved by the City Attorney. ~ <br /> <br /> Mr. Towe requested, that Teensight provide the City with <br />a monthly accounting until the advance is repaid. <br /> <br />APPROPRIATION: $10.,000- DOWNTOWN FORUM~ .... <br /> <br /> Mr. Hendrix stated that the Council has previously <br /> discussed hiring a facilitator to conduct a forum regarding <br /> downtown revitalization efforts. Mr. Hendrix stated that <br /> requests for proposals haVe been sent out-and staff <br /> recommends appropriating the funds so tha% a contract can be <br /> signed with the facilitator chosen. Mr. Hendrix stated that <br /> the facilitator would be expected to bring the information <br /> gathered by the Downtown Charlottesville Task Force together <br /> with other ideas and formulate an action program. The~ <br /> facilitator would make recommendations as to how and who <br /> should put the action program into place. <br /> <br /> Mr. Sheldon Anderson representing DowntoWn <br /> Charlottesville, Inc. (DCI), endorsed the apPropriati0n~for <br /> the facilitator because he felt the facilitator would help <br /> pull together the ideas the Downtown Task Force has <br /> generated. <br /> <br /> <br />
