increasing the fine. <br /> <br /> Mr. Lawson Drinkard of 801 Park Street stated that both <br />of his parents are physically disabled and he supported a <br />very high fine. Mr. Drinkard commended the City Police for <br />their responsiveness to handicapped parking violations. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, ~the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTION 16-59 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1976, AS AMENDED, TO INCREASE THE FINES FOR VIOLATION OF THE <br />HANDICAPPED PARKING PROVISIONS," with the fine increased to <br />$50.00 for violations, $100.00 if not paid within 48 hours, <br />was offered and carried over to the next meeting for <br />consideration. <br /> <br /> Mr. Huja stated that new site plans are required to <br />include upright signs designating handicapped spaces and <br />staff has been working to obtain the cooperation of persons <br />owning private parking lots to add the upright signs. <br /> <br /> Mr. Gouldman stated that he would investigate the <br />existing State law to see if the City should lobby that it be <br />changed to allow ticketing in handicapped spaces where there <br />are no upright signs. <br /> <br /> Mr. Steve Stern, Chairman of the Godsey-Stillfried <br />Freedom Fund, stated many people have problems identifying <br />the handicapped spaces without the upright signs and he would <br />not favor changing State law to allow ticketing of those <br />spaces. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />The_ meeting w~j ourned. <br /> <br />COUNCIL CHAMBER - May 1, 1989 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Buck, Mr. Towe, Mr. Vandever, <br />Ms. Waters. Absent: Rev. Edwards. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, the <br />minutes of the March 29th meeting were unanimously approved <br />as presented. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, the <br />minutes of the April 3rd meeting were unanimously approved as <br />presented. <br /> <br /> On motion by Mr. Buck, seconded by Mr. Vandever, the <br />minutes of the April llth meeting were unanimously approved <br />as presented. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Buck, the minutes <br />of the April 12th meeting were approved as presented, with <br />Mr. Vandever abstaining. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, the <br />minutes of the April 17th meeting were unanimously approved <br />as presented. ~ ~ _ <br /> <br /> <br />
