41 <br /> <br />following vote. Ayes: Mr. Buck, Rev. Edwards, Mr. Towe, Mr. <br />Vandever, Ms. Waters. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $951 is hereby <br />appropriated from the unexpended balance of the General Fund <br />to expenditure account 05-020-062030 to fund a portion of the <br />costs of a survey of the needs of the handicapped in <br />Charlottesville. <br /> <br />STAFF REPORT: GENERAL ASSEMBLY LIAISON <br /> <br /> Ms. Nancy O'Brien, Director of the Thomas Jefferson <br />Planning District Commission, requested Council's continued <br />support for the General Assembly liaison at a cost to the <br />City of $6,452 assuming all the localities participate. Ms. <br />O'Brien stated that the position would be part-time <br />throughout the year, approximately a day a week, and <br />full-time during the General Assembly session. <br /> <br /> Ms. Waters stated that she felt the position was <br />beneficial if supported on a regional basis. <br /> <br /> Mr. Towe stated that he felt the position had proven <br />useful to the City overall. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, Council <br />indicated its interest in supporting the continuation of the <br />General Assembly liaison, with final approval contingent upon <br />the cost to the City after it is known whether all the <br />surrounding localities will participate, with Mr. Buck <br />abstaining from the vote due to a potential conflict of <br />interest. <br /> <br />STAFF REPORT: HIGHWAY PRIORITIES <br /> <br /> Mr. Hendrix explained that the Planning Commission had <br />held a public hearing and recommended the following highway <br />priorities to Council: Group 1 Priorities - Emmet Street <br />from 250 Bypass to Jefferson Park Avenue and Ivy Road from <br />Emmet Street west to the corporate limits; Group 2 Priorities <br />- Barracks Road from Emmet Street east to Hessian Road, <br />Fontaine Avenue from Jefferson Park Avenue west to the <br />corporate limits, and Jefferson Park Avenue Bridge <br />replacement; and Group 3 Priorities - West Main Street <br />Parallel Road, East High Street from Long Street to Meade <br />Avenue, and Water Street Extended from 9th Street east to <br />Carlton Road. The Planning Commission recommended the <br />deletion of the improvements to Jefferson Park Avenue between <br />Old Lynchburg Road and Harris Road because they felt it <br />should be primarily a neighborhood street and not a through <br />route. Mr. Hendrix stated that staff recommended that the <br />Jefferson Park Avenue Bridge replacement and improvements <br />to East High Street be separated from the highway priorities <br />as the bridge was felt to be in greater need of repair and <br />could be paid for out of separate funds and the improvements <br />to East High Street may be included along with other <br />improvements to Free Bridge and the 250 Bypass. <br /> <br /> Responding to a question from Ms. Waters regarding the <br />criteria used in developing the priorities, Mr. Satyendra <br />Huja, Director of Community Development, stated that the <br />priorities were based on the need and level of service. <br /> <br /> Ms. Waters stated that she agreed with the Planning <br />Commission's recommendation to conduct a traffic study of the <br />Jefferson Park Avenue corridor between Old Lynchburg Road and <br />Harris Road. <br /> <br /> Ms. Betty Siegner, a resident of Fry Springs <br />neighborhood, requested that improvements not be made to <br />the Jefferson Park Avenue bridge as that would encourage <br />additional trucks~ Ms. Siegner recommended that the weight <br /> <br /> <br />
