43 <br /> <br />concern to the School Board prior to Council taking any <br />action. <br /> <br /> Mr. Towe requested an outline from the architect as to <br />how much was proposed to be spent on each school building. <br /> <br />RESOLUTION: <br /> <br />ENDORSING RIVANNA TERRACE PROJECT <br /> <br /> Ms. Waters acknowledged a petition received by Council <br />at the previous meeting opposing the Rivanna Terrace project. <br /> <br /> Mr. Terry Tereskerz, representing the Locust Grove <br />neighborhood, stated that a group of residents had met with <br />staff and the developers and the neighborhood endorsed the <br />project based on the agreed upon conditions. Mr. Tereskerz <br />thanked Council for giving the neighborhood the opportunity <br />to comment on the proposal. <br /> <br /> Mr, Jack Schwab, developer of the proposal project, <br />stated that he had some trepidation about limiting the access <br />to River Road but agreed to the condition because of the <br />concern expressed by the neighborhood. <br /> <br /> On motion by Rev, Edwards, seconded by M. Vandever, the <br />resolution endorsing the Rivanna Terrace project was <br />unanimously approved by Council <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that this Council certifies to the <br />Virginia Housing Development Authority Council's approval of <br />the proposed 50 units of multi-family.residential housing <br />development on 2.6 acres southwest of the existing terminus <br />of Smith Street, lying between St. Clair Avenue and Coleman <br />Street (Rivanna Terrace)~ provided, however, that such <br />development conforms to all zoning requirements. <br />Notwithstanding the above, the City will not be responsible <br />for any debt service charges or any financial obligation in <br />connection with the aforesaid financing of the multi-family <br />residential housing development called Rivanna Terrace° <br /> <br /> Mr. Towe requested that staff keep neighbors involved of <br />similar proposals. <br /> <br /> Responding to a question from Mr. Buck about notice <br />given to the neighborhood for site plans, Mr. Huja stated <br />that adjacent owners are notified and the neighborhood <br />association is notified, but that until this matter there had <br />not been an active neighborhood association in the Locust <br />Grove neighborhood. <br /> <br /> Mr. Buck stated that if Mr. Towe felt additional notice <br />should be given to neighbors then he should discuss the <br />matter with staff and make a recommendation to Council. <br /> <br />ORDINANCE: <br /> <br />ADOPTING UTILITY RATES (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND <br />REORDAINING SECTIONS 24-2 AND 29-2 OF CHAPTERS 24 AND 29 OF <br />THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, <br />RELATING TO CHARGES FOR WATER AND SEWER SERVICE," which was <br />offered at the May !st meeting, was approved by the following <br />vote. Ayes: Mr. Buck, Rev. Edwards, Mr. Towe, Mr. Vandever, <br />Ms. Waters. Noes: None. <br /> <br />ORDINANCE: PLACEMENT OF TRAFFIC SIGNS AND SIGNALS (2nd reading) <br /> <br /> The ordinance entitled "AN ORDINANCE TO AMEND AND <br />REORDAIN SECTION 16-3 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, RELATING TO TRAFFIC <br />REGULATIONS," which was offered at the May 1st meeting, was <br />approved by the following vote.
