could be funded-out of existing School funds and therefore <br />no appropriation was necessary. <br /> <br /> Mr. Pezzoli stated that the SchOol Board sees no <br />programmatic damage and some advantages to waiting a year for <br />the programming option. <br /> <br /> Mr. Lawrence Burruss, SchoOl Board member, stated that <br />he felt there was some benefit to conducting the physical and <br />programming study together, partiCUlarly in the areas' Of <br />adult and alternative education. <br /> <br /> Ms. Waters questioned whether information regarding <br />repair costs for existing building might be made moot should <br />substantial renovation be decided upon at a later date by the <br />SChool Board. <br /> <br /> Mr. Jim Dunbar, Assistant Superintendent of Schools, <br />stated that the physical assessment would focus on the basic <br />mechanical sYstems and added that there is some degree of <br />urgency in some areas. <br /> <br /> Ms.' Emily Couric, School Board member, stated that the <br />physical assessment would provide the baseline for minimum <br />repairs necessary for each facility. <br /> <br /> Mr.~ 'Hendrix eXplained that"major ~repairs or renovations <br />to schOOl bUildings would require a bond issuance and that <br />additional debt service could not be taken on for another <br />three to five years. Mr. Hendrix stated that he felt the <br />assessment would be uSeful !las a pi~nlning 't~ool. <br /> <br /> Mr. Towe stated that he felt the CharlotteSVille- <br />Albemarle Technical Education Center and Venable School <br />Annex should be included in t~he 'assessment. <br /> <br /> Mr. Herb Cottrill, Acting SUperintendent of Schools, <br />stated that the City doe~s not own the CATEC building but is <br />resPonsible fOr 50% of the maintenan-ce costs. Mr. Cottrill <br />stated that ~he would take the matter to the CATEC Board. <br /> <br /> Mr. Buck stated that he realized th~at the assessment of <br />the sChool facilities is a constantly changing process and he <br />made a mOtion to~ support option ~B, with the understanding <br />that the School Board will consider long-range planning needs <br />within the next year prior to returning to Council with a <br />Proposal to stUdy the programming needs of the sChools. Rev. <br />Edwards seconded the motion and itwas approved by Council, <br />with Mr. Vandever absent for the vote. <br /> <br /> Mr. Towe requested a report on the need for an early <br />morning study hall at Charlottesville High School. <br /> <br /> Mr. Cottrill 'stated that he has Spoken with teachers and <br />administratorS at the' high sChool and they have indicat'ed <br />that there doeS not appear to be a need for an early morning <br />study hall at this time, but if' interest-is expressed one <br />could be scheduled. <br /> <br /> Mr, Towe Stated that'he~has SPOken with Severali~Oaches <br />who have said there a need does exist, especially given~the <br />high droP-out rate. <br /> <br /> Mr. Cottrill stated that he would look into the matter <br />again. ~ <br /> <br /> Mr. Buck requested that the School Board diScuss the <br />recent drop out figures released. <br /> <br /> Mr. Pezzoli stated that the Sociai Development <br />Commission, as a follOW-up to the Race Relations and <br />Education Study, had requested information about the drop-out <br />rate, but the information provided was incomplete and should <br /> <br /> <br />
