9] Poore stated that school bus drivers have been given sign language lessons to help them communicate with handicapped students and a training program on bus safety will be provided for school children. Ms. Poore stated that ways were being explored to increase the continuity of school bus drivers from one year to the next. Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. On motion by Mr. Vandever, seconded by Rev. Edwards, Council voted to meet in executive session for the purpose of interviewing candidates and discussing appointments to the Planning Commission and Social Development Commission as authorized by Section 2.1-344(a)(i) of the Virginia Freedom of Information Act, with Mr. Buck absent for the vote. Council reconvened in open session in the Basement Conference Room following the Housing Authority meeting. On motion by Rev. Edwards, seconded by Mr. Buck, Council voted to meet in executive session for the purpose of consultation with legal counsel concerning matters pertaining to actual'or probable litigation or other matters requiring legal advice, as authorized by Section 2.1-344(a)(7), and as more specifically described as the Virginia Power Franchise, Undergrounding and the Park Street Upgrade. Council r'econvened in Open session. ORDINANCE: PRECINCT TEMPORARY RELOCATION OF RECREATION CENTER VOTING On motion by Rev. Edwards, seconded by Mr. Towe, the ordinance entitled "AN ORDINANCE TO CHANGE TEMPORARILY THE LOCATION OF THE VOTING PLACE FROM THE DOWNTOWN RECREATION CENTER TO THE FIRST BAPTIST CHURCH FOR THE RECREATION CENTER PRECINCT" was offered and carried over to the next meeting for consideration.
