121 <br /> <br /> Mr. Buck stated that he felt Mr. Sutton had a good <br />point, but noted that it was the CIDA's 'recommendation that <br />the Council hold a public hearing on the proposals. <br /> <br /> Mr. Ray stated that he felt the intent of the <br />recommendation by CIDA had been to have the proposals <br />reviewed by Council in a public meeting, and not to have a <br />public hearing. <br /> <br /> Mr. Buck stated that he did not think projects which met <br />the criteria and are not subsidized should be subject to a <br />public hearing, but should only require Council approval. <br /> <br /> Mr. Clyde Gouldman, City Attorney, recommended that <br />staff develop a writtenprocedure for the approval process. <br /> <br /> There was a discUssion of the role of the Urban Design <br />Committee in the design approval process. <br /> <br /> Ms. Gwyn Gilliam-Turner, a member of the Urban Design <br />Committee, stated that she felt the Urban Design Committee <br />saw its role as reviewing each project proposed for the <br />CSX property and making a recommendation to Council. <br /> <br /> Ms. Waters recommended that the details of the design <br />procedure be worked out at a later date. <br /> <br /> Mr. Vandever stated that he felt it was important that <br />Council maintain final approval for projects on the CSX <br />property. Mr. Vandever also noted concern that the <br />perception would be that~Aliant was able to make a proposal <br />for the residential lots prior to the public being aware <br />that the land was available. <br /> <br /> Mr. Jack Chambers, a member of the CIDA, stated that <br />he felt ample notice had been given to the public regarding <br />the availability of the CSX property through several public <br />hearings, and extensive advertising of the property. <br /> <br /> Mr. Hendrix reviewed his understanding of the decisions <br />reached by Council regarding~the process for developing the <br />land as follows: a combination of formal and informal <br />proposals will be received and reviewed by staff~ the <br />CIDA will consider the proposals in a public meeting and make <br />a recommendation to Council;'and Council may_or-may not have <br />a public hearing and will make the final decision regarding <br />approval of projects. <br /> <br /> Mr. Buck recommended that the Urban Design Committee <br /> review the design of projects during the site plan process <br /> in an advisory capacity to Council~ <br /> <br /> Mr~ Hendrix~stated that~from a practical standpoint a <br /> builder will want to know design requirements prior to the <br /> site review stage. · <br /> <br /> Mr. Gilliam stated that staff will bring back <br /> recommendations to Council regarding the design approval. <br /> <br /> Ms, Waters questioned what be the disadvantage of <br /> not-appropriating the-~$28.3,000 to the CIDA at this time and <br /> Mr. Gi!liam replied that he felt it might~impact the~land <br /> sales.. Mro Gilliam stated-that~he would provide .further <br /> information regarding the use of the requested funds when <br /> Council considers the-appropriation at 'a fUture meeting. <br /> <br /> Mr~ Ray stated that the CIDA was requesting that~the <br /> funds be appropriated in order to show that the project was <br /> a joint project of the City and CIDA. <br /> <br />WORK SESSION: DOWNTOWN TRAFFIC STUDY <br /> <br /> <br />
