]23 <br /> <br />COUNCIL CHAMBER - November 6, 1989 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, the <br />minutes of the October 2nd meeting were approved as <br />presented, with Mr. Buck absent for the vote. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, the <br />minutes of the October llth meeting were approved as <br />presented, with Mr. Buck absent for the vote. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, the <br />minutes of the October 23rd meeting were approved as present, <br />with Mr. Buck absent for the vote. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />minutes of the October 24th meeting were approved as <br />presented, with Mr. Buck absent for the vote. <br /> <br />PUBLIC <br /> <br /> Mr. William James, P. O. Box 7082, Charlottesville, <br />criticized the Council for not concentrating enough time and <br />energy on the drug problem in Charlottesville and stated that <br />he did not think the Drug Task Force would be effective. <br /> <br /> Ms. Waters stated that the Drug Task Force will be <br />holding public forums next week and is due to report back to <br />Council within a month. <br /> <br /> Mr. Kevin Stewart questioned whether a program has been <br />developed to improve relations between the black community <br />and the Police Department.- <br /> <br /> Mr. Hendrix replied that the Drug Task Force will <br />respond to this recommendation. <br /> <br /> Dr. Joseph Mooney of 201 Sunset Avenue, requested that <br />Council take the following action: t) Immediately request <br />citizens to voluntarily secure all weapons in theft proof, <br />locked metal containers, or to safely dispose of them if <br />unneeded; 2) Initiate steps to require, by law, that all <br />firearms be secured in theft resistant, locked metal <br />containers unless in the immediate physical control of the <br />gun's owner; and 3) Initiate steps to require, by law, a <br />police permit to own or have in one's possession a handgun, or <br />any weapon capable of~semi-automatic fire,, and-with an <br />ammunition supply device of more than six rounds. <br /> <br /> Ms. Waters replied that she would certain agree to Dr. <br />Mooney's first request, but she was uncertain as to whether <br />Council had the authority to take action regarding the other <br />requests. <br /> <br /> Mr. Clyde Gouldman-, City Attorney, stated that he would <br />review the law and report baCk to Council. <br /> <br /> Mr. Hendrix stated that it was his recollection that the <br />General Assembly had recently adopted legislation denying <br />localities power over' guns. <br /> <br /> Mrs' Eric Ryberg of 1710 Jefferson Park Avenue proposed <br />that Charlottesville become a styrofoam free zone. <br /> <br /> Ms. Waters informed Mr~RybergLthat the Solid Waste Task <br />Force may be making a recommendations regarding styrofoam and <br />Mr. Ryberg was invited to attend the next meeting of the Task <br />Force. <br /> <br /> <br />
