Ms. Waters summarized that basically three categories <br />were proposed for changes: 1) changes in borderline areas <br />(such as a current commercial use in a residential zone); <br />2) public space/parks~ and 3) creation of a new residential <br />district. <br /> <br /> Mr. Buck questioned what reasons might exist to oppose <br />creating a new residential district. <br /> <br /> Ms. Waters stated that she felt it was important to <br />maintain some areas for duplex and multi-family units in order <br />to provide affordable houSing. <br /> <br /> Ms. Waters stated that she felt the objectives of <br />creating a new residential zone were: encouraging homeowner- <br />ship~ maintaining affordable housing, and neighborhood <br />stability. <br /> <br /> Mr. Gouldman stated that downzoning could potentially <br />lower the City's tax base. <br /> <br /> Mr. George Ray, Director of Economic Development, <br />recommended that the trailer park next to Carlton park remain <br />industrial in order to maintain a balance between residential <br />and commercial/industrial. <br /> <br /> Mr. Vandever and Rev. Edwards stated that they favored <br />creating the new residential zone° <br /> <br /> The question of the commercial borderline on Little High <br />Street and llth Street, N.E. was discussed as the rezoning of <br />a house on that corner was to appear on Council's next <br />agenda. <br /> <br /> Mr. Buck proposed that the commercial line on the <br />Comprehensive Plan be modified so that all the houses on <br />Little High Street east of llth Street remain residential. <br /> <br /> Mr. Towe stated that he did not agree with Mr. Buck <br />because the traffic for property proposed for rezoning would <br />enter and exit onto llth Street and would not impact Little <br />High Street residents. <br /> <br />COMPREHENSIVE PLAN PRIORITIES <br /> <br /> Ms. Waters recommended that certain priorities be <br />grouped together. <br /> <br /> The following changes were proposed for the priorities <br />in the Comprehensive Plan. <br /> <br /> Priority Neighborhoods - change number of neighborhoods <br />to two without naming specific neighborhoods. <br /> <br />Drainage - delete Moore's Creek drainage study. <br /> <br /> Undergrounding of Utilities - reflect Council's policy <br />that while undergrounding is desirable the cost is too high <br />to be considered a priority given the competition for City <br />funds. <br /> <br /> Solid Waste Management - substitute "incorporating most <br />appropriate technology for this community.,, <br /> <br /> Crime and Drug Abuse Prevention - update to reflect Drug <br />Task Force recommendations. <br /> <br /> Homeownership - add Housebank Program as existing <br />program. <br /> <br /> Accessible Housing - change barrier free to accessible <br />and take out maximum extent feasible. <br /> <br /> <br />
