135 <br /> <br /> Housing Action Plan - Change ~2 to say "funding should <br />be considered for incorporation;', delete ~3 and ~4. <br /> <br /> It was agreed that the Housing Strategy Plan would be <br />considered with the Comprehensive Plan. <br /> <br /> The meeting was adjourned. <br />PrUdent <br /> <br />COUNCIL CHAMBER - November 20, 1989 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />minutes of the October 9th meeting were unanimously approved <br />as presented. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />minutes of the November 6th meeting were unanimously approved <br />as presented. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. VandeVer, the <br />minutes of the November 8th meeting were unanimously approved <br />as presented. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />minutes of the November 12th meeting were approved as <br />presented, with Mr. Vandever abstaining. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Buck, the <br />minutes of the November 13th meeting were unanimously <br />approved as presented. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />PUBLIC HEARING: DOWNTOWN TRAFFIC PLAN <br /> <br /> Ms. Judith Mueller, Director of Public Works, stated <br />that staff were' recommending the following traffic changes <br />downtown: 1) close South Street at McIntire Road~ two-way <br />Water Street; two~way 7th Street and phase in changes to the <br />Waters Street connector ramps. Ms. Mueller explained that <br />the planned parking garage on Water Street is designed to <br />work with either one-way or two-way traffic on Water Street. <br />Ms. Mueller stated that two-waying Water Street will put some <br />constraints on businesses and double parking will have to be <br />more strictly enforced. <br /> <br /> Mr. Towe stated that he was concerned about access up <br />3rd Street if the side street is bricked up to the mall. <br /> <br /> Mr. Jim Marshall, Traffic Engineer, stated that there <br />is no final design for 3rd Street. <br /> <br /> Mr. Hendrix noted that the proposal 4o brick 3rd Street <br />was not part of the traffic recommendations being considered <br />at the present time by Council. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Stan Epstein, owner of the Hardware Store <br />Restaurant, stated that he strenuously opposed two-waying of <br />Water Street. Mr. Epstein stated that he felt the present <br />traffic situation works well and two-waying would be a hazard <br /> <br /> <br />
