147 <br /> <br /> Dr. Jules Levine from the University's Health Sciences <br />Center, stressed the importance of local walking, biking and <br />jogging paths being included in the Comprehensive Plan. <br /> <br /> Ms. Sandy Snook, past president of the Piedmont Council <br />of the Arts, urged that language in the Comprehensive Plan be <br />strengthened in support of a cultural center. <br /> <br /> Mr. Edward Strickler suggested that wording in the <br />"Crime and Drug Abuse Prevention" priority recOmmendation be <br />changed to reflect support of a community based approach by <br />the City's Drug Task Force. Mr. Strickler' stated that he <br />felt the "Race Relations" priority recommendation was too <br />focused on employment and not on other issues. As a resident <br />of downtown, Mr. Strickler stated that he was concerned that <br />the needs of existing residents be considered in any downtown <br />housing study, <br /> <br /> Mr. Stephen Andrews asked that his proPerty at 2500 <br />Jefferson Park Avenue remain zoned R-2. <br /> <br /> Ms. Kay Peasley voiced support for inclusion of the <br />recommendations of the Solid Waste Task Force in the <br />Comprehensive Plan and for a new chapter on gender relations. <br /> <br /> Mr. Eben Smith urged support for the proposed Rivanna <br />River greenbelt. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br /> Mr. Vandever stated that he sti!t favored.an annual <br />review of the Comprehensive Plan's priority recommendations. <br /> <br /> Ms, Waters reco~mmended that the Plan be used as part of <br />Council's annual retreat and agenda building. <br /> <br /> Rev. Edwards stated that he could support some sort of <br />evaluation of the priorities. <br /> <br /> It was agreed that an annual evaluation would be done <br />prior to Council's annual retreat and-would-consist of a <br />brief paragraph updating,the status of each of the~32 main <br />priority recommendations.- <br /> <br /> Rev. Edwards recommended that the goal of reducing the <br />drop-out rate and increasing test sCores or similar specific <br />goals from the School Board and Superintendent be <br />incorporated into the Comprehensive Plan. <br /> <br /> Responding to a question from Mr. Vandever about special <br />permits to allow second units in owner occupied housing, Mr. <br />Clyde Gould~an, City Attorney, stated that there were <br />constitutional questions about,linking owner occupancy to a <br />special permit. <br /> <br /> Mr. Buck recommended further legal research on the <br />matter of special permits for owner occupied units. With <br />regard to updating the Martha Jefferson Hospital Impact <br />Study, Mr. iBuck recommended that staff do a preliminary <br />review to decide how extensive a review would be necessary <br />and who should perform.the review. ~ <br /> <br /> Mr. Towe emphasized the importance of tourism in <br />recommendations related to the promotion of economic <br />development. ~ ~. <br /> <br /> Ms. Waters suggested that the City Manager'~s staff <br />committee on neighborhood planning and coordination be <br />referenced, that the reference~to the UniversitY Master Plan <br />Council be clarified, that the McIntire Park Redevelopment <br />priority phasing be clarified, and that the Crime and Drug <br /> <br /> <br />
