160 On motion by Mr. Towe, seconded by Mr. Vandever, the legislative issue as recommended by Mr. Gouldman were unanimously approved by Council. APPROPRIATION: $42,017.10 - DRUG SEIZURE ASSETS (2nd reading) The $42,017.10 appropriation of drug seizure assets which was offered at the December 4th meeting was approved by the following vote. Ayes: Mr. Buck, Rev. Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. Noes: None. WHEREAS, the Police Department of the City of Charlottesville has received checks totalling $42,107.10 representing money lawfully seized by the City Police Department from persons subsequently convicted of drug related crimes) and WHEREAS, said funds have been deposited with the Treasurer of the City; and WHEREAS, the federal policies authorize the City Police Department to receive and spend such proceeds provided the expenditure is on drug related law enforcement matters; now, therefore, BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that such $42,1007.10 shall be appropriated to police investigation expenditure account 05-270-041110-55104. APPROPRIATION: $36,787 - RIVANNA PARK CONSTRUCTION (2nd reading) The $36,787 appropriation for Rivanna Park construction which was offered at the December 4th meeting was approved by the following vote. Ayes: Mr. Buck, Rev. Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. Noes: None. BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the sum of $36,787 is hereby appropriated from the unappropriated balance of the General Fund to expenditure account 26-171-121061 in the Capital Projects Fund for construction of improvements at Rivanna Park. APPROPRIATION: ~4,940 - INDEPENDENT LIVING INITIATIVES GRANT Mr. Heyward McElveen, Director of Social Services, stated that the appropriation was a federal grant which would support a program which helps older teenage foster children move back into the community. Mr. McE~lveen stated that the program was operated jointly with Albemarle and Greene Counties and 21 foster children were served in the past year. On motion by Rev. Edwards, seconded by Mr. Vandever, the $4,940 appropriation of the grant for the Independent Li~ing Initiatives program was offered and carried over to the next meeting for consideration. APPROPRIATION: $1,271,088.87 - JOB TRAINING AND ~PARTNERSHIP ACT Mr. Hendrix explained that the City-~acts as administrative agent for the JOb Training and Partnership Act program and the appropriation consisted of State and Federal funds. On motion by Mr. Vandever, seconded by Rev. Edwards the $1,271,088.87 appropriation for the Job Training and Partnership Act was offered and carried over to the next meeting for consideration.
