169 <br /> <br /> The meeting was adjourned. <br /> <br />Presid~ht C~rk <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />January 10, 1990 AT 12:00 noon IN THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR BY Jeanne Cox (signed) <br /> <br /> BASEMENT CONFERENCE ROOM - January 10, 1990 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. Towe, <br />Ms. Waters. Absent: Mr. Vandever. <br /> <br /> Mr. Jim Dunbar, Assistant Superintendent of Schools, <br />stated that he had looked into the feasibility of non-profit <br />community arts groups using the auditoriums at schools other <br />than Charlottesville High School. Mr. Dunbar explained that <br />the auditoriums at Buford and Walker Schools as well as the <br />Black Box at CHS are used for classroom space and would not <br />be available except during the summer, but the auditoriums at <br />Johnson, Burnley Moran, Venable and Greenbrier Elementary <br />Schools might be used as long as the activities did not <br />interfere with school activities. Mr. Dunbar explained that <br />there would be costs involved with using the space and <br />Council would need to consider whether fundS would be <br />appropriated to reimburse the schools for the cost of <br />operation. ..=~,/.~ ~ ~ <br /> <br /> Ms. Waters recommended that a representative of the arts <br />community and staff meet to brainstorm new ideas for using <br />performance space in the schools. <br /> <br /> Mr. Herb Cottrill, Assistant Superintendent of Schools, <br />reviewed the School's current budget position. Mr. Cottrill <br />stated that there has been a tremendous increase in <br />insurance costs and an increase in special education expenses <br />as well as a reduction by 5% in the State's allocation. Mr. <br />Cottrill stated that various options are being considered to <br />deal with the rising cost of insurance. <br /> <br /> Mr. John Pezzoli, Chairman of the School Board, stated <br />that additional City funds may be necessary if additional <br />special education demands are made on the Schools. <br /> <br /> Dr. Joseph McGeehan, Superintendent of Schools, <br />presented a listing of the School's priorities for 1990-91 <br />for possible inclusion in the City's Five Year Comprehensive <br />Plan. <br /> <br /> Dr. McGeehan stated that he will be presenting his <br />proposed budget to the School Board on January 17th. <br /> <br /> Referring to the Drug Task Force Report recently <br />presented to Council, Dr. McGeehan stated that the <br />recommendations of the report were compatible with the <br />school's needs and concerns. Dr. McGeehan explained that <br />a professionally trained.~:c~unselor was needed to provide <br />in-service training and counseling on drug education. <br /> <br /> The meeting was adjourned. <br /> <br />President !
