171 <br /> <br /> Mr. Ed Wayland, Director of the Legal Aid Society and an <br />attorney representing the Westhaven Tenants Association, <br />supported the charter change, adding that it is reasonable to <br />include housing authority tenants on the decision making <br />body. <br /> <br /> Ms. Sally Thomas, representing the Legal of Women <br />Voters, supported the proposed charter change. <br /> <br />The public hearing was closed. <br /> <br /> On motion by Mr. Towe, seconded by Mr. Vandever, the <br />resolution requesting a charter change to expand the <br />membership of the Housing Authority.was~unanimously approved <br />by Council. <br /> <br /> WHEREAS, it is in tJh~ best interest of the City of <br />Charlottesville that Section 50.4 of the Charter of the City <br />of Charlottesville, relating to the terms of the <br />Charlottesville Redevelopment and Housing Authority <br />commissioners, be amended; now therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the General Assembly is <br />requested to approve the amendment of Section 50.4 of the <br />City Charter, to read as follows: <br /> <br /> Section 50.4. Terms of Charlottesville Redevelopment and <br />Housing Authority commissioners; authority of council. <br /> <br /> Notwithstanding any provision.of law to the contrary, <br />the terms of all the commissioners of the Charlottesville <br />Redevelopment and Housing~Authority ~shall terminate on June <br />thirty, nineteen hundred seventy-eight; and thereafter~there <br />shall be not less than five nor more than seven members of <br />the Board of Commissioners° <br /> <br /> Commissioners shall hold their offices at the pleasure <br />of council for terms not to exceed four years; provided, <br />however, that the city council may at any time, and from time <br />to time, adopt an ordinance terminating the terms of all the <br />commissioners and designating one or more council members as <br />commissioners of the Charlottesville Redevelopment and <br />Housing-Authority. The remaining members~of the~Board, if <br />any, shall be appointed by Council from the public at large. <br />The Board shall possess all powers and duties granted <br />imposed upon redevelopment and housing authorities by general <br />law; provided, that notwithstanding any other provision of <br />law to the contrary, a city council member shall receive no <br />compensation for serving as a commissioner of such Authority, <br />nor shall he continue to serve as a commissioner after he <br />ceases to be a member of city council. <br /> <br /> BE IT FURTHER RESOLVED that the Clerk of Council shall <br />transmit to the City's legislators a certified copy of this <br />resolution. <br /> <br />PUBLIC HEARING: <br /> <br />PROPERTIES <br /> <br />PROPOSED CHARTER CHANGE - DEMOLITION OF HISTORIC <br /> <br /> Mr. Gouldman stated that this proposed charter change <br />would give the City-the ability to adopt an ordinance which <br />would establish civil penalties for illegal demolition of <br />historic properties in the City. <br /> <br />The public hearing was opened. <br /> <br /> As there was no one to speak, the public-hearing was <br />closed. <br /> <br /> On motion by Mr. Vandever, seconded by Rev. Edwards, the <br />resolution requesting a charter change to allow civil <br /> <br /> <br />
