Noes: Mr. Buck. <br /> <br /> The resolution adopting the Housing Strategy was <br />unanimously approved by Council. <br /> <br />RESOLUTION: GRANTING SPECIAL USE PERMIT FOR 1011 LINDEN AVENUE <br /> <br /> Mr. Hendrix stated that the Planning Commission <br />recommended approval of the special permit, if conditions are <br />met, for the following reasons: 1) It is in harmony with the <br />Land Use Plan of the Comprehensive Plan ~and 2) It is not <br />expected to have a significant adverse impact on the <br />surrounding area. <br /> <br /> On motion by Mr. Towe, seconded by Mr~ Vandever, the <br />resolution granting a special use permit for 1011 Linden <br />Avenue was unanimously approved by Council. <br /> <br /> WHEREAS, Charles M. Pollard, owner of property located <br />at 1011 Linden Street (Avenue), has requested a special use <br />permit to allow for use as an automobile safety testing <br />laboratory, such property being further identified on City <br />Real Property Tax Map ~61 as parcel 56, having approximately <br />265 feet of frontage on Linden Street (Avenue) and containing <br />approximately 78,860 square feet of land, or 1.8 acres; <br /> <br /> WHEREAS, following a joint public hearing before this <br />Council and the Planning Commission, duly advertised and held <br />on January 9, 1990, this Council fin~dS that such use will <br />conform to the criteria applicable to special permits <br />generally under Chapter 31 of the City Code; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that Charles M. Pollard is hereby <br />granted a special use permit to allow use of his property at <br />1011 Linden Street (Avenue) as an automobile safety testing <br />laboratory~ pursuant to City Code section 31-93(i). <br /> <br /> This special permit is subject to the following <br />conditions: <br /> <br /> 1"' Administrative approval of the final site plan. <br />2. That the use be limited to weekdays during the <br /> hours of 8:00 a.m. to 5:00 p.m. <br />3. That there be no exterior testing conducted. <br />4. That the building be kept secure at all times. <br />5. That lighting shall be shielded from adjacent <br /> residential property. ~ <br />6. That all debris is removed from the entire site. <br />7. That there be no outside storage. <br /> <br />RESOLUTION: AUTHORIZING CARRYOVER FUNDS FOR LIBRARY . <br /> <br /> Mr. Hendrix stated that the Library had a balance of <br /> $24,365 of unexpended City funds from the previous fiscal <br /> <br /> <br />
