186 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL,MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />February 14, 1990 AT 12:00 noon IN,THE Basement Conference <br />Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br /> Luncheon meeting with School Board <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (siqned) <br /> <br />BASEMENT CONFERENCE ROOM - February 14, 1990 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr~ Towe, <br />Ms. Waters. Absent: Mr. Vandever. <br /> <br /> Dr. Joseph McGeehan, Superintendent of Schools, briefly <br />reviewed the School's proposed FY 90~91 budget, Dr. McGeehan <br />stated that a reduction in staffing was being recommended <br />based on enrollment projections and the retirement issue <br />remained uncertain. Dr. McGeehan noted that there is no <br />final word on State mandated salary increases for teachers. <br /> <br /> Mr. Herb Cottrill, Assistant Superintendent of Schools, <br />stated that a new hospitalization plan is being discussed. <br />Mr. Cottrill stated that the amount of State funds <br />which the Schools will receive should be known by the first <br />week in March. <br /> <br /> Mro James Hingeley, School Board member, reported on his <br />attendance at the Virginia School Board Association meeting, <br />and explained that there was significant discussion about the <br />possibility of forming a pooling arrangement for <br />hospitalization insurance, though it appeared that this <br />arrangement might not be beneficial to Charlottesville. <br /> <br /> 'Ms. Linda Seaman, School Board member, stated that a <br />long-range planning committee for Charlottesville- <br />Albemarle Technical Education Center had subcommittees <br />working on the following areas: philosophy and mission; <br />governance issues; .finance issues; instruction; and community <br />relations. Ms. Seaman stated that a report from the <br />committee iwas expected to be given to the Superintendent by <br />May 1st. <br /> <br /> Mr. Towe commended the Schools for an excellent program <br />commemorating Dr. Martin Luther King which had been held~at <br />Clark School. <br /> <br /> T. he meeting was adjourned. <br />Presi nt~t~ ' <br /> <br />COUNCIL CHAMBER - February 20, 1990 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, the <br />minutes of the February 5th meeting were approved as <br />presented, with Mr. Buck absent for the vote. <br /> <br /> <br />
