206 <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> On motion by Mr. Towe, seconded by Rev. Edwards, Council <br /> unanimously voted to meet in executive session for the <br /> purpose of appointing members to the Personnel Appeals Board <br /> and the Youth Commission~ and consideration of assignments <br /> and duties of certain staff and for the purpose of <br /> considering the acquisition or use of real property for <br /> public purpose, or the disposition of publicly held property, <br /> and more specifically described as acquisition or use of real <br /> property, or the disposition of publicly held property on <br /> Water Street as exempted by Section 2.1-344(A)(1) and (3) of <br /> the Virginia Freedom of Information Act. <br /> <br /> Mr. Doug Holt, reporter for the Daily ~rogress, <br />requested that Council be more specific in identifying <br />executive session matters. <br /> <br /> Council reconvened in open session and, on motion by <br />Rev. Edwards, seconded by Mr. Towe, unanimously certified <br />that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br />meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, <br />discussed or considered by the Council. <br /> <br />The meeting was adjourned. <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Monday, <br />March 12, 1990 AT 7:00 p.m. IN THE Basement Conference Room. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Budget work session <br /> <br />Executive session: For the purpose of considering the <br />acquisition or use of public property for public <br />purpose or the disposition of such property as <br />authorized by Section 2.1-344 (A)(3), and more <br />specifically desCribed below: <br /> <br />Properties which are part of the proposed Water <br />Street parking garage project <br /> <br />BY ORDER OF THE MAYOR <br /> <br />By Jeanne Cox (~igne~) <br /> <br />BASEMENT CONFERENCE ROOM - March 12, 1990 <br /> <br /> Council met in special session on this date with the <br />following members present: Mr. Buck, Rev.
