208 <br /> <br /> Mr. ToWe raised questioned about the salaries of <br />firefighters and recommended that the CitY's salaries be. <br />Compared with those in .the other' localities in the Planning <br />District. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, explained that <br />a 1% increase in salaries amounts to approximately $140,000, <br />including benefits. <br /> <br /> Because of additional questions about the pay proposal, <br />it' was decided that the Council~would meet with the <br />consultant who had conducted the salary survey to discuss the <br />matter further. ~ ~ <br /> <br /> Council discussed cuts in overtime', for Police and trash <br />collection as recommended by the City Manager and the <br />necessity to continue these services. <br /> <br /> Mr. Towe stated that he Would like to reduce the <br />personal property tax by 5 cents. ~- <br /> <br /> Mr. Hendrix explained' that an additional $169,000 is <br />expected in revenues for FY 90-01 due to increased <br />assessments and the recordation tax. · <br /> <br /> A discussion was held about Mr. Vandever's proposal to <br />rebate real estate tax equal to 2 cents. <br /> <br /> Mr. Buck questioned the legality of rebating taxes and <br />Mr. Vandever requested that staff provide information on ways <br />that the .real estate tax could be reduced,~ <br /> <br /> The possibility of imposing a cigarette tax was <br />discussed, <br /> <br /> Ms. Waters stated that she did not find a cigarette'tax <br />attractive when this amount would allow only an average of a <br />$20 rebate to citizens, adding that she would prefer to <br />reserve this tax for future use. <br /> <br /> Rev. Edwards stated that he would be interested in <br />further discussion of a cigarette'tax. <br /> <br /> Mr. Towe stated that he woUld like to hear from the <br />public concerning the possibility of imposing a cigarette <br />tax. <br /> <br /> Council discussed the proposed woodchipping operation <br />and it was explained by the staff that. the WoodChipping would <br />be funded by fees charged. <br /> <br /> On motion by Mr. Vandever, seconded by Rev, Edwards, <br />Council unanimously voted to meet ink, executive session~.for <br />the purpose of Considering the acquisition or use of public <br />property for public purpOse or.the disposition of such - <br />property as authorized by Section 2.1-344(a)(3), and more <br />specifically described as properties which are part of <br />the proposed Water Street Parking Garage project. <br /> <br /> Council reconvened in open session~and., on motion by <br />Rev. Edwards, seconded by Ms. Waters, unanimously certified <br />that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discusSed in the executiVe <br />meeting to which this certification resolution applies., and <br />(ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, <br />discussed or considered bY the Council. <br /> <br /> Th~ meeting _was adjourned. <br />PrUdent ~ <br /> <br /> <br />
