216 City and $27,000 for the Schools. Mro Buck made a motion to amend the requests for proposals to remove the mandatory rotation requirement. Mr. Vandever seconded the motion and it was unanimously approved by Council. On motion by Mr. Buck, seconded by Mr. Towe, Council unanimously voted to meet in executive session for the purpose of considering the acquisition or use of public property for public purpose or the disposition of such property as authorized by Section 2.1-344 (A)(3), and more specifically described as properties which are part of the proposed Water Street Parking Garage Project. Council reconvened in open session and, on motion by Rev. Edwards, seconded by Mr. Buck, unanimously certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. Mr. Edward Strickler, Chairman of the Social Development Commission, presented the Commission's funding recommendations. Mr. Vandever questioned why CDBG funding had not been recommended for the Monticello Area Community ActiOn Agency's (~.~CAA) Housing Counselor and Mr. Steve Stern, Social Development Commission member, replied that the CDBG Task Force and Social Development Commission felt that CDBG fund should be used as seed money for new programs. Mr. Stern noted that the Housing Counselor was recommended to be funded out of the City's general fund. Ms. Waters expressed concern about consistently recommending that CDBG funds be used for new programs in times of increasingly tight budgets. Mr. Stern stated that the Resource Mother's program had also been recommended by the Commission to be funded out of the City's general fund. Mr. Buck stated that, through its action in previous years, Council has not agreed with the policy of using CDBG funds as only seed money for new programs.
