Mr. <br />Vandever seconded the motion and it was unanimously approved <br />by Council. <br /> <br /> On motion by Mr. Buck, seconded by Mr. Towe, Council <br />unanimously voted to meet in executive session for the <br />purpose of considering the acquisition or use of public <br />property for public purpose or the disposition of such <br />property as authorized by Section 2.1-344 (A)(3), and more <br />specifically described as properties which are part of the <br />proposed Water Street Parking Garage Project. <br /> <br /> Council reconvened in open session and, on motion by <br />Rev. Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br /> Mr. Edward Strickler, Chairman of the Social Development <br />Commission, presented the Commission's funding recommendations. <br /> <br /> Mr. Vandever questioned why CDBG funding had not been <br />recommended for the Monticello Area Community ActiOn Agency's <br />(~.~CAA) Housing Counselor and Mr. Steve Stern, Social <br />Development Commission member, replied that the CDBG Task <br />Force and Social Development Commission felt that CDBG fund <br />should be used as seed money for new programs. Mr. Stern <br />noted that the Housing Counselor was recommended to be funded <br />out of the City's general fund. <br /> <br /> Ms. Waters expressed concern about consistently <br />recommending that CDBG funds be used for new programs in <br />times of increasingly tight budgets. <br /> <br /> Mr. Stern stated that the Resource Mother's program had <br />also been recommended by the Commission to be funded out of <br />the City's general fund. <br /> <br /> Mr. Buck stated that, through its action in previous <br />years, Council has not agreed with the policy of using CDBG <br />funds as only seed money for new programs. <br /> <br /> <br />
