220 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Wednesday, <br />March 28, 1990 AT 7:00 p.m. IN THE~Basement Conference RoOm. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> Budget work session <br /> <br />Agency hearings <br /> <br />BY ORDER OF THE MAYOR BY Jeanne CoX (signed) <br /> <br /> BASEMENT CONFERENCE ROOM - March 28, 1990 <br /> <br /> Council met in special session on~ithis date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr~ Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br /> Ms. Carti Lominack, Director of the Shelter for~Help in <br />Emergency (SHE), stated that she was pleased with the funding <br />increaselrecommended. Ms. Lomanack stated that SHE has moved <br />to its new facility and twenty residents can now be served~ <br /> <br /> Dr. Susan McLeod, Director of the Thomas Jefferson <br />Health District, submitted a revised budget to Council based <br />on the final General Assembly budget, ~2,900 more than <br />recommended by the City Manager. Dr. McLeod stated that <br />Changes in the Health District's budget included support for <br />a computer/data processing manager, partial salary for a <br />sanitarian and a part-time clerk who will be used to upgrade <br />the restaurant inspection program. <br /> <br /> Responding to a question from Mr. Towe, Dr. MCLeOd <br />stated that Health District employees would receive a 3% <br />salary increase on July 1st and a 2% increase on December <br />1st. <br /> <br /> Mr. Buck recommended conducting an evaluation of the <br />Health District's pregnancy intervention-efforts given the <br />emphasis by both the City and Schools on children at risk. <br /> <br /> Ms. Zakira Beasley, Director of the United Way Child <br />Care Scholarship Program, stated that 42 Charlottesville <br />children are currently receiving subsidies for child ~care and <br />added that there is a very long, constant waiting list for <br />additional subsidies. <br /> <br /> Mr. Towe questioned how long families are able to <br />receive subsidies and Ms. Beasley replied that families <br />continue to receive the subsidies as long aS they qualify <br />financially. ~ <br /> <br /> Ms. Mary Bednar, Jefferson Area Board for Aging (JABA) <br />Board Member, and Mr. Gordon Walker, Executive Director, <br />discussed the various JABA Programs. Ms. Bednar explained <br />that if full funding is not received fewer home safetY <br />inspections will be performed and additional day care <br />scholarships will not be available. Ms.. Bednar stated that <br />the Carver Recreation Center is not an acceptable site for <br />the Senior Lunch Program and requested that Council consider <br />allowing the Program to use the building currently occupied <br />by the Senior Center. <br /> <br /> Mr. Walker stated that JABA contracts with Meals on <br />Wheels to provide meals during the week and JABA provides <br />meals on weekends. <br /> <br /> Ms. Teresa Sweeney, Director of the Literacy Volunteers <br />of America/Charlottesville-Albemarle, stated that LVA is <br />seeking City funding due to the loss of a grant which will <br />result in the loss of a volunteer trainer. Ms. Sweeney <br />stated that funding is also being sought from Albemarle <br /> <br /> <br />
