Mr. Hendrix <br />recommended that funds be shifted from the entrances to <br />Rivanna Park for this purpose. <br /> <br /> Mr. Hendrix noted that the Planning Commission has <br />recommended funding two to three studies and undergrounding <br />of utilities which are not included in the capital budget. <br /> <br /> Mr. Hendrix stated that the city-wide drainage program <br />could be cut by ~20,000 annually. <br /> <br /> Mr. Buck, Rev. Edwards, Mr. Towe, and Mr. Vandever <br />agreed to cut the intern positions, with the exception of the <br />intern in Economic Development. <br /> <br /> Ms. Waters stated that one alternative would be to <br />reduce the real estate tax by two cents and not reduce the <br />personal property tax rate. <br /> <br /> Mr. Vandever recommended reducing the amount for mall <br />repair from $!00,000 to $50,000 each year. <br /> <br /> Mr. Hendrix discussed the possibility of reducing the <br />amount for the landfill by $25,000 in the capital budget. <br />Ms. Waters stated that she was concerned with making up this <br />amount with user fees since additional user fees will be <br />charged in the near future for waste disposal. <br /> <br /> Mr. Towe stated that he would prefer to see the funds <br />from the landfill made up by user fees and would agree to <br />reduce the amount of mall repair. <br /> <br /> Mr. Hendrix stated that ultimately the repairs to the <br />downtown mall will take more than $100,000 and in the future <br />it may cost between $800,000 and $1 million to repair the mall. <br /> <br /> Mr. O'Connetl explained that the funds budgeted in the <br />next year for mall repair are to be used for a demonstration <br />area when the 3rd Street extension is built. <br /> <br /> Mr. Towe stated that he would favor reducing the funds <br />for the landfill or the mall repairs. <br /> <br /> Ms. Waters stated that she would not support reducing <br />the funds for the landfill or the mall repairs. <br /> <br /> Mr. Buck stated that he felt it would be prudent to go <br />slowly in reducing the tax rate, stressing that additional <br />reductions could be made next year. <br /> <br /> Mr. Towe stated that he would like to see the personal <br />property tax rate reduced in addition to a two cent reduction <br />in the real estate rate. <br /> <br /> Rev. Edwards stated that he remained interested in <br />reducing the personal property tax rate. <br /> <br /> Mr. Vandever questioned whether reductions could be made <br />in the amount budgeted for City Hall renovations and Mr. <br />Hendrix explained that the amount budgeted is far less than <br />originally planned for renovations. <br /> <br /> Ms. Water stated that she did not feel it made sense to <br />defer mall repairs. Ms. Waters stated that she felt it was <br />important for Council to remember that staff had followed <br />Council's guidance in preparing the budget and now Council <br />was asking for major alterations in the budget without the <br />benefit of a cigarette tax. <br /> <br /> Mr. Towe recommended reducing the capital budget by <br />$25,000 for mall repairs and $25,000 for the landfill. <br /> <br />Mr. Buck noted concern that reducing the amount for mall <br /> <br /> <br />
