226 <br /> <br />repairs would not allow for bricking the sidestreet to the <br />proposed parking garage. <br /> <br /> Council unanimously indicated their willingness to <br />reduce the real estate tax rate by two cents. <br /> <br /> Rev. Edwards, Mr. Towe and Mr. Vandever indicated their <br />willingness to also reduce the personal property tax rate by <br />five cents. <br /> <br /> Council unanimously agreed to Ms. Waters' previous <br />proposal to grant a 4.4% salary increase on July 1st. <br /> <br /> Mr. Vandever questioned the need to fill the vacant gas <br />procurement position since the City has signed a ten year <br />contract for gas. <br /> <br /> Mr. Hendrix explained that the position is proposed to <br />be filled by an engineer who will do a limited amount of gas <br />procurement and will focus on engineering new gas line and <br />conducting safety inspections of existing lines. <br /> <br /> Council recommended that the title of the gas <br />procurement position be clarified to reflect the actual <br />duties and agreed to maintain the position. <br /> <br /> Mr. Vandever discussed additional funding for the Sexual <br />Assault Resource Agency, but Council agreed to the funding <br />level recommended by the City Manager. <br /> <br /> Ms. Linda Peacock, Budget Administrator, stated that <br />City retirees traditionally receive one half of the salary <br />increase for current City employees and Council unanimously <br />agreed for retirees to receive a 2.2% increase July 1st. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, Council <br />unanimously voted to meet in executive session to discuss <br />personnel matters as exempted by Section 2.1-344(a)(1) of the <br />Virginia Freedom of Information Act, and more specifically for <br />the purpose of discussing staff evalutions. <br /> <br /> Council reconvened in open session and, on motion by <br />Rev. Edwards, seconded by Mr. Vandever, unanimously certified <br />that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br />meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, <br />discussed or considered by the Council. <br /> <br />The meeting was adjourned. <br /> <br />COUNCIL CHAMBER - April 2, 1990 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />minutes of the March 12 were approved as presented, with Mr. <br />Buck absent for the vote. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Waters, the <br />minutes of March 16th were approved as presented, with Mr. <br />Towe and Mr. Vandever abstaining, and Mr. Buck absent for the <br />vote. <br /> <br /> <br />
