226 repairs would not allow for bricking the sidestreet to the proposed parking garage. Council unanimously indicated their willingness to reduce the real estate tax rate by two cents. Rev. Edwards, Mr. Towe and Mr. Vandever indicated their willingness to also reduce the personal property tax rate by five cents. Council unanimously agreed to Ms. Waters' previous proposal to grant a 4.4% salary increase on July 1st. Mr. Vandever questioned the need to fill the vacant gas procurement position since the City has signed a ten year contract for gas. Mr. Hendrix explained that the position is proposed to be filled by an engineer who will do a limited amount of gas procurement and will focus on engineering new gas line and conducting safety inspections of existing lines. Council recommended that the title of the gas procurement position be clarified to reflect the actual duties and agreed to maintain the position. Mr. Vandever discussed additional funding for the Sexual Assault Resource Agency, but Council agreed to the funding level recommended by the City Manager. Ms. Linda Peacock, Budget Administrator, stated that City retirees traditionally receive one half of the salary increase for current City employees and Council unanimously agreed for retirees to receive a 2.2% increase July 1st. On motion by Mr. Vandever, seconded by Mr. Towe, Council unanimously voted to meet in executive session to discuss personnel matters as exempted by Section 2.1-344(a)(1) of the Virginia Freedom of Information Act, and more specifically for the purpose of discussing staff evalutions. Council reconvened in open session and, on motion by Rev. Edwards, seconded by Mr. Vandever, unanimously certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the Council. MINUTES On motion by Rev. Edwards, seconded by Mr. Towe, the minutes of the March 12 were approved as presented, with Mr. Buck absent for the vote. On motion by Rev. Edwards, seconded by Ms. Waters, the minutes of March 16th were approved as presented, with Mr. Towe and Mr. Vandever abstaining, and Mr. Buck absent for the vote.
