254 <br /> <br /> Ms. Waters stated that there had been no collective <br />decision on the part of the Planning Commission or Council to <br />study utilities and expressed concern about devoting staff <br />time to a study commissioned by one individual. <br /> <br /> Mr. Toscano stated that he thought it was positive that <br />the University was willing to take the study on. <br /> <br /> Rev. Edwards stated that he would be interested in <br />seeing what the study showed. <br /> <br /> Ms. Kay Slaughter, Council Member elect, questioned <br />whether the City had a policy about undergrounding for new <br />projects and Mr. Gary O'Connell, Deputy City Manager, replied <br />that undergrounding has been required for new construction. <br /> <br /> Ms. Sue Lewis, Planning Commission member, stated that <br />she felt the City should use the students at the University <br />as resources more often. <br /> <br /> Mr. O'Connell stated that he and the City Attorney have <br />been working with Virginia Power on the undergrounding issue. <br /> <br /> A discussion was held regarding how the Planning <br />Commission develops its priorities and Mr. Sours explained <br />that the Planning Commission attempts to follow the <br />Comprehensive Plan and Council's agenda. The discussion <br />included the recommendation that the Planning Commission <br />develop its own agenda and then forward it to the Council for <br />discussion at their annual retreat. <br /> <br /> The meeting was adjourned. <br />Pre~~nt ' <br /> <br />COUNCIL CHAMBER - May 7, 1990 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Buck, Rev. Edwards, Mr. Towe, <br />Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, the <br />minutes of the April llth meeting were approved as presented, <br />with Mr. Buck absent for the vote. <br /> <br /> On motiOn by Mr. Vandever, seconded by Mr. Towe, the <br />minutes of the April 16th meeting were approved as presented, <br />with Mr. Buck absent for the vote. <br /> <br />PUBLIC <br /> <br /> Rev. David Smith spoke in favor of expansion of the Pen <br />Park golf course, noting that the property had been purchased <br />with the intention of building an 18 hole course and that <br />substantial amounts of natural areas remained in other parks <br />in the area. A large number of people in attendance stood in <br />support of Rev. Smith's comments. <br /> <br /> MS. Lindsay Eckford of 726 Exton Court, noted concern <br />with the effect expansion of the golf course would have on <br />the nature trail at Pen Park. <br /> <br /> Mr. Dave Nelson of 1504 Dairy Road, noted concern about <br />the golf course expansion and requested that the City take <br />these concerns into account during the design process. <br /> <br /> Ms. Leslie Batchelor, representing the Sierra Club, <br />stated that she could not support the expansion of the golf <br />course at the expense of the natural area at Pen Park and <br />added that it was her belief that the property could not be <br />built upon because it is a non-tidal wetland. <br /> <br /> <br />
