283 ORDINANCE: REZONING 1214 LONG STREET FROM R-2 TO B-1 Mr. Huja noted that the applicant was willing to have the property rezoned to R-3 instead of B-1. Mr. Huja stated that the Planning Commission recommended denial of the rezoning for the following reasons: 1) permitted uses in B-1 or R-3 zones are contrary to the Land Use Plan of the Comprehensive Plan; 2) rezoning would introduce another zoning district to this side of Long Street which is not desirable given the adjacent uses; and 3) the proposed and potential uses could have an adverse impact on the adjacent school property and neighborhood. On motion by Rev. Edwards, seconded by Mr. Towe, the rezoning of 1214 Long Street was unanimously denied by Council. PUBLIC Mr. Eugene Williams of 620 Ridge Street noted concern with the recreation report given by Mr. German and felt that efforts should be put into prevention. Mr. Williams questioned the number of people on the Parks and Recreation Department staff, the number of people on the administrative staff in City Hall and the number of minorities in Parks and Recreation and throughout City Hall. Mr. Williams stated that he felt transportation should be provided to McIntire, Pen and Rivanna Park as well as to the neighborhood parks. pr es~i~he me~~:s~d. Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. On motion by Rev. Edwards, seconded by Ms. Waters, Council unanimously voted to meet in executive session to interview candidates for the School Board and to discuss appointments to the Rivanna Water and Sewer Authority as exempted by Section 2.1-344(a)(1) of the Virginia Freedom of Information Act, with Mr. Buck absent for the vote. Council reconvened in open session and, on motion by Mr. Buck, seconded by Mr. Towe, certified that, to the best of each member's knowledge, (i) only public business matters lawfully exempted from open meeting requirements by Virginia law were discussed in the executive meeting to which this certification resolution applies, and (ii) only such public business matters as were identified in the motion convening the executive meeting were heard, discussed or considered by the coUncil, with Rev. Edwards absent for the vote.
