]119 <br /> <br /> Mr. Robert Cox, Director of Social Services, discussed <br />foster care and child protective services. <br /> <br /> Mr. John dekoven Bowen, Chief of Police, discussed the <br />community service officer program, Drug Abuse Resistance <br />Education program (DARE) Students Against Drunk Driving <br />(SADD) efforts, and the police explorer program. <br /> <br /> Ms. Judith Mueller, Director of Public Works, and Ms. <br />Helen Poore, Transit Manager, discussed school bus <br />transportation. <br /> <br /> Ms. Slaughter indicated that her preference would be to <br />defer the presentation and consideration of the appropriation <br />of carryover funds to the next regular.meeting when the <br />public would be better able to hear Council's deliberations. <br /> <br /> It was the consensus of Council members present to defer <br />the appropriation. <br /> <br /> The meeting was adjourned. <br />President <br /> <br />COUNCIL CHAMBER - January 22, 1991 <br /> <br /> Council met in regular session on this date with the <br />following members.present: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms, Waters. <br /> <br />MINUTES <br /> <br /> On motion by Mr. VandeVer, seconded by Ms. Waters, the <br />minutes of the January 7th meeting were approved as <br />presented, with Rev. Edwards abstaining. <br /> <br /> On motion by Ms. Slaughter, seconded by Ms. Waters, the <br />minutes of the January 9th meeting were approved as <br />presented, with Rev. Edwards and Mr. Vandever abstaining. <br /> <br />PUBLIC <br /> <br /> Mr. John Tyng of 501 Grove Avenue, stated that a poll of <br />residents of his neighborhood indicated that a majority <br />favored no change in the current zoning or Land Use Plan. <br />Mr. Tyng added that he had acquired his property to be used <br />as his residence, to be used as an office, and for investment <br />purposes. <br /> <br /> Ms. Camilla Tyng of 501 Grove Avenue submitted letters <br />from two residents of Grove Avenue, Michael and Reba Nichols <br />and Doris Hall, who maintain they will lose the investment <br />in their property if the Land Use Plan is changed. <br /> <br /> Ms. Thea Altarman of 505 Grove Avenue requested that the <br />current Land Use Plan for the 500 block of Grove Avenue be <br />maintained. <br /> <br /> Mr. Rick Turner of 1663 Brandywine Drive, requested <br />when information about the multi-cultural component of the <br />School's Strategic Plan will be available and stated that he <br />felt tracking in the schools was having a devastating effect <br />on minorities. Mr. Turner also noted concern with procedures <br />followed by the Social Development Commission, of which he is <br />a member, with regard to affirmative action requirements for <br />agencies requesting funding. <br /> <br /> Mr. Jim Heiland of Cable Connections, Inc. stated that <br />he would be interested in meeting with Councilors to discuss <br />the possibility of negotiating for cable service. <br /> <br /> <br />
