124

On motion by Ms. Waters, seconded by Ms. Slaughter, the
$168,984.~95 appropriation of carryover funds for the City
Schools was offered and carried over to the next meeting for
consideration.

RESOLUTION: SOCIAL SERVICES CONSOLIDATION

Mr. Hendrix explained that the State has proposed to
eliminate local directors of departments of social services
as a cost saving method and the proposed resolution would
indicate Council's support of such a proposal being fully
studied prior to implementation.

Ms. Slaughter moved the resolution, amending it to
request that central administration costs for social services
at the State level also be studied.

Ms. Waters questioned the statement about previous
studies regarding consolidation between the City and
Albemarle County being impractical.

Mr. Hendrix explained that it was felt that
consolidation of the two departments would eliminate
effective oversight at the local level and would require
construction of a new building to house the employees of the
two departments.

Mr. Vandever seconded the motion, but noted concern that
information available to Council was inadequate.

It was agreed that the paragraph relating to previous
consolidation efforts between the City and County would be
eliminated in the resolution.

The resolution, as amended, was unanimously approved by
Council.

WHEREAS, the Commonwealth of Virginia has proposed
cutting social services budgets through consolidation of
local agencies and elimination of funding for local
management personnel; and

WHEREAS~ the proposed consolidation has not been studied
in terms of its potential effects on costs, service
accessibility, service quality, and accountability; and

WHEREAS, the Charlottesville City Council is committed
to maximum efficiency and cost effectiveness in social
services delivery, consistent with responsive and effective
services to citizens; and

WHEREAS, the local social services delivery system is
already seriously underfunded by the state;

NOW, THEREFORE, BE IT RESOLVED, that the Charlottesville
City Council hereby requests the Virginia General Assembly~
to establish a joint committee, with appropriate local
representation, to study and analyze the state and loCal
social services administrative structure and to evaluate the
possible advantages and disadvantages to the state, to
localities, and to the citizens of any proposed changes; and

BE IT FURTHER RESOLVED, that such study should include
the cost of the central administration on the state level,
which we understand may be among the highest compared to
other states; and

BE IT FURTHER RESOLVED, that the-Commonwealth of
Virginia is requested to defer its announced consolidation
plan until such study has been carried out~ and

BE IT FURTHER RESOLVED, that a copy of this resolution
