128 <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Slaughter, <br />Council voted to meet in executive session as authorized by <br />Section 2.1-344(a)(1) of the Virginia Freedom of Information <br />Act for the purpose of discussion of personnel matters by the <br />following vote. Ayes: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Ms. Waters. Noes: Mr. Vandever. <br /> <br /> Council reconvened in open session and, on motion by <br />Rev. Edwards, seconded by Mr. Toscano, unanimously voted to <br />certify that, to the best of each member's knowledge, (i) <br />only public business matters lawfully exempted from open <br />meeting requirements by Virginia law were discussed in the <br />executive meeting to which this certification resolution <br />applies, and (ii) only such public business matters as were <br />identified in the motion convening the executive meeting were <br />heard, discussed or considered by the Council. <br /> <br />~T_~/~ng wa~ adjourned. <br />President <br /> <br />COUNCIL CHAMBER - February 4, 1991 <br /> <br /> Council met in regular session on this date with the <br /> following members present: Rev. Edwards, Ms. Slaughter, Mr. <br /> Toscano, Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />minutes of the January 22nd meeting were unanimously approved <br />as presented. <br /> <br />PUBLIC <br /> <br /> Dr. Joseph Mooney of 201 Sunset Avenue, expressed <br />concern with the school budget proposed by the Superintendent <br />in the following areas: 1) reduction of guidanCe counselors <br />at the elementary schools and 2) no salary increases proposed <br />for teachers. Dr. Mooney stated that he felt it was <br />important for the City Schools be to able to compete with <br />salaries offered by Albemarle County. <br /> <br /> Ms. Nancy Daemon of 2407 Jefferson Park Avenue, also <br />expressed concern about the school budget, and stated that <br />she felt consideration may need to be given to raising taxes <br />in order to adequately fund the schools. <br /> <br />STAFF REPORT: BUDGET SCHEDULE <br /> <br /> Dates were set for public hearings and work sessions on <br />the budget for 1991-92. <br /> <br /> Ms. Slaughter suggested that Council consider exploring <br />alternative ways to involve the public in discussions <br />regarding solid waste and school funding and it was agreed <br />that staff and Ms. Slaughter would look into the <br />possibilities. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />$168,984.95 - CARRYOVER FUNDS FOR CITY SCHOOLS <br /> <br /> The $168,984.95 appropriation of carryover funds for the <br />City Schools which was offered at the January 22nd meeting <br />was approved by the following vote. Ayes: Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. Noes: <br />None. <br /> <br /> <br />
