143 <br /> <br />NOTICE OF SPECIAL MEETING <br /> <br />A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Saturday, <br />March 2, 1991 AT 9:00 a.m. IN THE Walker School Cafeteria. <br /> <br />THE PROPOSED AGENDA IS AS FOLLOWS: <br /> <br />Community forum on solid waste <br /> <br />BY ORDER OF THE MAYOR <br /> <br />BY Jeanne Cox (signed) <br /> <br />WALKER SCHOOL CAFETERIA - March 2, 1991 <br /> <br /> A community forum was held on this date to discuss solid <br />waste collection and fee options. The following members <br />attended various portions of the forum: Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Ms. Waters. <br /> <br /> Following a presentation on the various proposals and <br />budget considerations, persons in attendance formed small <br />groups to discuss the following areas: residential curbside <br />collection, commercial curbside collection, dumpster <br />collection (apartments and commercial), marketing of <br />recyctables, and community education for recycling. <br /> <br /> Reports were made by a representative of each small <br />group on the major areas of discussion. <br /> <br />President C <br /> <br />COUNCIL CHAMBER - March 4, 1991 <br /> <br /> Council met in regular session on this date with the <br />following members present: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Vandever, seconded by Ms. Slaughter, <br />the minutes of the February 19th meeting were approved as <br />amended by Ms. Slaughter, with Ms. Waters abstaining. <br /> <br />PUBLIC <br /> <br /> Rev. E. G. Hall of 402 8th Street, N.W., commended the <br />Council for adding two citizens members to the <br />Charlottesville Redevelopment and Housing Authority and <br />designating Mr. Earl Pullen as Executive Director of the <br />Authority and suggested that Council consider studying <br />appointing citizens to all seats on the Authority, or at <br />least to be a majority, to take pressure off of Councilors. <br /> <br /> Ms. June Clift of 1306 Midland Street, representing the <br />Carlton Neighborhood Group, requested that a traffic signal <br />be installed at the intersection of Carlton Road and Carlton <br />Avenue due to the amount of traffic, poor visibility, and <br />high volume of pedestrian traffic.~ Ms. Clift presented a <br />petition requesting the traffic light. <br /> <br /> Rev. Edwards stated that a study of the request is <br />underway. <br /> <br /> Ms. Sally Thomas, representing the League of Women <br />Voters, made the following comments: 1) the forum on solid <br />waste was a good idea and nicely put together; 2) the bag <br />proposal for trash collection would provide citizens with the <br />opportunity to control their cost and would be less than a <br />general tax increase; and 3) City staff should further <br />explore the legal situation regarding unlawful dumping and <br />Council should consider strengthening the ordinance. <br /> <br /> <br />
