143 NOTICE OF SPECIAL MEETING A SPECIAL MEETING OF THE COUNCIL WILL BE HELD ON Saturday, March 2, 1991 AT 9:00 a.m. IN THE Walker School Cafeteria. THE PROPOSED AGENDA IS AS FOLLOWS: Community forum on solid waste BY ORDER OF THE MAYOR BY Jeanne Cox (signed) WALKER SCHOOL CAFETERIA - March 2, 1991 A community forum was held on this date to discuss solid waste collection and fee options. The following members attended various portions of the forum: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Ms. Waters. Following a presentation on the various proposals and budget considerations, persons in attendance formed small groups to discuss the following areas: residential curbside collection, commercial curbside collection, dumpster collection (apartments and commercial), marketing of recyctables, and community education for recycling. Reports were made by a representative of each small group on the major areas of discussion. President C COUNCIL CHAMBER - March 4, 1991 Council met in regular session on this date with the following members present: Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. MINUTES On motion by Mr. Vandever, seconded by Ms. Slaughter, the minutes of the February 19th meeting were approved as amended by Ms. Slaughter, with Ms. Waters abstaining. PUBLIC Rev. E. G. Hall of 402 8th Street, N.W., commended the Council for adding two citizens members to the Charlottesville Redevelopment and Housing Authority and designating Mr. Earl Pullen as Executive Director of the Authority and suggested that Council consider studying appointing citizens to all seats on the Authority, or at least to be a majority, to take pressure off of Councilors. Ms. June Clift of 1306 Midland Street, representing the Carlton Neighborhood Group, requested that a traffic signal be installed at the intersection of Carlton Road and Carlton Avenue due to the amount of traffic, poor visibility, and high volume of pedestrian traffic.~ Ms. Clift presented a petition requesting the traffic light. Rev. Edwards stated that a study of the request is underway. Ms. Sally Thomas, representing the League of Women Voters, made the following comments: 1) the forum on solid waste was a good idea and nicely put together; 2) the bag proposal for trash collection would provide citizens with the opportunity to control their cost and would be less than a general tax increase; and 3) City staff should further explore the legal situation regarding unlawful dumping and Council should consider strengthening the ordinance.
