152 <br /> <br />PVCC and is conducting a Survey of the actual ridership and <br />times to PVCC. <br /> <br /> Mr. Toscano asked hOw much was budgeted for car lease <br />allowances and how much could be saved in this category. <br /> <br /> Mr. Hendrix stated that the car allowance of ~200 is <br />being phased out as department heads leave and only a few <br />employees continue to receive the allowance as part of their <br />original employment contract. <br /> <br /> Ms. Waters asked staff to recirculate the report on a <br />cigarette tax for Council to consider since she understood <br />that localities who have a cigarette tax in. place could <br />con~i~u~o keep the~e~h~ if ~the~ s~a~~ ~dOPts a c~garette <br />tax. <br /> <br /> Ms Waters suggested that staff look at the energy <br />efficiency of City owned buildings. <br /> <br /> Mr. Vandever noted that the option was available for the <br />City to reduce the appropriation to the Schools by $135,000. <br />Mr. Vandever stated that the Schools could use the excess <br />funds from the State to pay only the increase in benefits for <br />school employees but not provide the additional funds. Mr. <br />Vandever also questioned the savings estimated for reducing <br />trash collection to once a week. <br /> <br /> Ms. Linda Peacock, Budget Administrator, stated that <br />staff are not in a position to predict the savings if trash <br />collection is reduced to once a week because of the various <br />factors involved, but added that staff felt confident that a <br />savings of $50,000 woUld result. <br /> <br /> The possibility of beginning an "adopt a flower bed" <br />program was discussed. <br /> <br /> Ms. Slaughter recommended that consideration be given to <br />increasing recreation fees for adults and for County <br />residents and providing free or maintaining low fees for <br />children. <br /> <br /> Mr. Gary O'Connell, Deputy City Manager, stated that a <br />10% increase in adult recreation fees to begin January <br />1992 is ~p'r'op~s'ed in t~'e <br /> <br /> Ms. Slaughter questioned the need to have such a large <br />information/computer system. <br /> <br /> Ms. Waters added that she would like to have a better <br />understanding of the different components of Information <br />Services. <br /> <br /> Mr. Hendrix discussed the need to replace the HVAC <br />system in City Hall, a project included in the capital <br />improvement budget. <br /> <br />journed. <br />President <br /> <br /> <br />
