Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. <br /> <br />FAMILY SERVICES, INC. <br /> <br /> Ms. Kathy Bodkin, Director of Family Services, Inc., <br />stated that the parent education program, for which City <br />funding was requested, had been identified as a need by the <br />Children and Youth Task Force. Ms. Bodkin stated that the <br />Department of Social Services would identify clients for the <br />program, child care would be provided, and JAUNT <br />transportation would be used. Ms. Bodkin stated that the <br />program will not operate if funds are not provided. <br /> <br />UNITED WAY CHILD CARE SCHOLARSHIPS <br /> <br /> Ms. Zakira Beasley, Director of the United Way Child <br />Care Scholarship program, stated that due to last year's <br />budget allocation, there has been no waiting list for low <br />income families and over 60 children of City residents have <br />been served. Ms. Beasley stated that the scholarships <br />provide $2,000 per child per year and the increase in next <br />year's budget was requested in order to increase the level of <br />reimbursement to providers from $34 per week to $41 per week. <br /> <br />OFFENDER AID AND RESTORATION <br /> <br /> Ms. Pat Smith, Director of OAR, stated that a 41% <br />increase had been requested of the City as a result of a <br />salary survey conducted which showed the extremely low <br />salaries paid to OAR employees. Ms. Smith stated that <br />Albemarle County had recommended additional funds to go <br />toward salaries, contingent upon an equal funding level by <br />the City. Ms. Smith noted that 61% of OAR's clients come <br />from ~he City. <br /> <br /> Mr. Caruso Brown, OAR Board Member, stressed the need to <br />bring the salary level up for OAR employees. <br /> <br /> Ms. Smith listed the following services offered by OAR: <br /> referral; volunteer jail visitation; transitional training; <br />~emergency h~using and food assistance; community service <br /> supervision; and pre-trial assistance. <br /> <br />CHARLOTTESVILLE HOUSING IMPROVEMENT PROGRAM (CHIP) <br /> <br /> Ms. Holly Olinger, Director of CHIP, stated that CHIP <br />provides: housing counseling and construction; outreach and <br />technical services to help clients obtain financing for <br />renovation; and housing rehabilitation and housing <br />replacement. Ms. Olinger stated that the funding request <br />includes a 6% salary increase for employees. Ms. Olinger <br />requested that the City amend it's policy to provide funding <br /> <br /> <br />
