155 <br /> <br />COUNCIL CH~AMBER - March~ 18~; 1991 <br /> <br /> Council met in regular session on this date with the <br />following members present: Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever, Ms. Waters. <br /> <br />MINUTES <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Water, the <br />minutes of the February 13th meeting were approved as <br />presented, with Mr. Vandever abstaining. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Vandever, the <br />minutes of the March 4th meeting were unanimously approved as <br />presented. <br /> <br />PUBLIC <br /> <br /> Ms. Diane Price, a teacher at Charlottesville High <br />School, introduced students who had been elected to serve as <br />City Council members for Senior Government Day on April 15th. <br /> <br />PUBLIC HEARING: TAX RATE <br /> <br /> Mr. Charles Moore of 303 Farm Lane, expressed concern <br />that the only tax increase for the City is in the area of <br />real estate tax, adding that his property assessment had <br />increased 30% in the last two years. <br /> <br /> As there were no other speakers, the public hearing <br />was_~losed. ~ ~ <br /> <br />PUBLIC HEARING: PROPOSED BUDGET FOR FY 91-92 <br /> <br /> Mr. James Norton of 124 Melissa Place, commended the <br />Council and staff for their continued leadership, adding that <br />he felt a periodic belt tightening was beneficial. Mr. <br />Norton asked Council to examine the quality of the City's tax <br />assessments, because of great variations in the assessment <br />increases in his neighborhood. Mr. Norton stated that he <br />intended to appeal his most recent assessment. <br /> <br /> Ms. Lisa Jarrell of 1106 E. High St., opposed the <br />proposed increase in JAUNT fares, stating that the increase <br />would have a negative impact on the ability of handicapped <br />persons to gain employment, further their education, and <br />travel to shopping areas and medical appointments. <br /> <br /> Col. Carroll B. Smith of 620 Watson Avenue, asked how <br />many City employees are represented in the proposed budget. <br /> <br /> Mr. Hendrix stated that there are 755 full-time <br />employees and 111 part-time employees in the proposed budget. <br /> <br /> Ms. Carol Ann Locke, representing the Charlottesville <br />Education Association, stated that she was pleased to see <br />that Councilors had brought up the importance of equalizing <br />salaries for teachers and stressed the need to advance <br />technological instruction and provide teacher scholarships <br />and supplies for classrooms. Ms. Locke stated that the <br />As~iation ~ould like to share its salary proposal with <br />Council. <br /> <br /> Mro William Snavely of 1551 Dairy Road, requested that <br />Council reconsider closing the McIntire Golf course as it <br />relieves pressure from Pen Park. <br /> <br /> Mr. Charles Moore of 303 Farm Lane, objected to the fact <br />that there was no increase in business and professional taxes <br />and a $1.6 million increase in property tax and increases <br />proposed for solid waste. Mr. Moore questioned whether the <br />fees are the Pen Park golf course will pay for the expansion, <br /> <br /> <br />
