163 <br /> <br />the Monticello Area Community Action Agency programs, <br />Offender Aid and Restoration, and to provide a 6% increase <br />for the Shelter for Help in Emergency and United Way Child <br />Care Scholarships. <br /> <br /> Ms. Waters stated that she felt funding the Family <br />Services program would have a high impact on the community. <br /> <br /> Mr. Toscano stated that he would prefer to fund the <br />proposed Family Services program through the Department of <br />Social Services or using CDBG funds. <br /> <br /> Rev. Edwards stated that he would like to see a strong <br />evaluation component for the Family Services program. <br /> <br /> Council requested that the Department of Social Services <br />be consulted regarding the Family Services proposal. <br /> <br /> Support was not expressed for increasing funding for <br />Jefferson Area Board for Aging's Ombudsman program and Region <br />Ten. <br /> <br /> The various components of the solid waste program was <br />discussed. <br /> <br /> Ms. Peacock stated that the assumption was that the <br />citywide curbside recycling collection would be put out to <br />bid. <br /> <br /> Ms. Waters stated that she had difficulty supporting a <br />fee for dumpster service in the absence of an incentive to <br />recycle. <br /> <br /> Ms. Slaughter stated that she would favor providing a <br />basic level of service and adding a fee for service above <br />that. <br /> <br /> Mr. Vandever stated that he did not feel that all the <br />pieces were in place regarding the solid waste system and <br />until then he would not support a fee system and, instead <br />supported using one-time money until a system is developed. <br /> <br /> Ms. Waters questioned whether Councilors supported <br />instituting a cigarette tax, noting that it is likely that <br />the State will adopt such a tax in the near future and will <br />only allow those community that have a cigarette tax in place <br />to keep the revenues from the tax. <br /> <br /> There was no expression of support for a cigarette tax. <br /> <br /> Ms. Slaughter questioned whether the City should <br />continue to provide free commercial trash collection. <br /> <br /> Mr. Toscano stated that he favored setting a fee for <br />commercial trash collection based on the increased cost of <br />disposal, cutting back the fee if the costs are less than <br />anticipated. <br /> <br /> Rev. Edwards expressed support for phasing in of a fee <br />system. <br /> <br /> Ms. Waters stated that she favored developing a Yard <br />waste disposal site and supported involving representatives' <br />from the business/apartment sector in the decision regarding <br />commercial pickup. <br /> <br /> Ms. Slaughter recommended raising $150,000 from fees for <br />commercial pickup. <br /> <br /> Ms. Waters recommended that Council adopt a resolution <br />supporting the phasing in of a fee system which would provide <br />for a basic level of trash collection within the existing tax <br /> <br /> <br />
